INFORMATION AND PROJECT MANAGER

of Interreg V-A Latvia-Lithuania Cross Border Cooperation Programme 2014-2020

The Information and project Manager will be employed by the Public Establishment “Joint Technical Secretariat” (Viešoji įstaiga Jungtinis techninis sekretoriatas), which is acting as the Hosting Institution of the Branch Office of the Joint Secretariat of Interreg V-A Latvia-Lithuania Cross Border Cooperation Programme 2014-2020 (Latvia-Lithuania Programme).

The Information and project manager will be responsible to the Hosting Institution and the Ministry of Environmental Protection and Regional Development of the Republic of Latvia, acting as the Managing Authority and the Joint Secretariat of the Latvia-Lithuania Programme.

This is a full-time (40 working hours a week) contract, which is due to start a.s.a.p. The maximum term of employment – till the 30th of September 2022.

Tasks of the Information and Project Manager will include, but not be limited to:

  • working with the information campaigns during the calls for EU-funded project applications (consulting potential applicants, spreading the information about the calls in the media and during the events, preparing information materials, etc.);
  • assisting the beneficiaries of the EU funds in successful implementation of the joint Latvian-Lithuanian projects (answering the questions, pre-checking of the project reports, advising on public procurement in Lithuania, etc.);
  • promoting the achievements of the projects and the programme (assisting the Managing Authority and Joint Secretariat in holding press tours, conferences, writing the press releases, preparing promotion gadgets, etc.);
  • providing full assistance to the Managing Authority and the Joint Secretariat what regards efficient implementation of the Latvia-Lithuania Programme in the territory of Lithuania.

 

Requirements to the candidate:

  • higher education in economics, finance, business or public administration, management, philology, political science, European studies or other field related to the job description;
  • Good knowledge of relevant Lithuanian sectoral fields (environmental protection, construction, education, transport, public administration) that are in line with support priorities of the Latvia-Lithuania Programme;
  • not less than two years of professional work experience in programme or project management financed by the EU or other foreign assistance instruments;
  • previous experience of working in the EU transnational and/or cross border cooperation programme/project management and/or monitoring will be considered as an advantage;
  • good knowledge of the EU’s regional development policy and its legal basis, which relates to the European territorial cooperation;
  • knowledge of the Public procurement Law of Lithuania and ability to apply it in practice;
  • experience in administrative and office management work;
  • very good command of Lithuanian and English (oral and written); good computer skills (skills in computer graphics will be considered as advantage); ability to work in a multicultural environment; very good writing, communication and presentation skills; good analytical skills; ability to work both as a team member and independently.
