The social service has the following basic functions and tasks: to implement the social services, social assistance and health promotion policy specified by the Daugavpils City Council, as: performing quality provision of social assistance and social services to citizens in accordance with the procedures specified in regulatory enactments; continually improving the efficiency of social services, social assistance, health promotion, in cooperation with Daugavpils City Council departments, state and local government institutions, non-governmental organisations, legal and natural persons; to develop and submit to the Daugavpils City Council projects and proposals regarding the amount of resources necessary for social services, social assistance and health promotion measures, which are to be expected and included in the annual budget of the municipality or investment recruitment projects and to implement projects financed by the European Union and other funds;
