The project summary:
The common challenge of the Programme area which project partners jointly tackled in the project was a potential to increase the capacity and quality of civil protection services provided by Latvian and Lithuanian local institutions. The project was useful in public civil protection sector which was strengthened. Overall objective of the project was to improve the system of civil protection, ensuring operative and effective public administration services and to implement monitoring of civil people protection (protection of houses, protection of environment, protection of work and school). The purchasing of new equipment and investments in infrastructure fostered creation of effective cross-border co-operation in emergency situations, thus improved safety of civil people in both sides of the border. The main project outputs of the project were: increased capacity of partner institutions, special equipment and services purchased, civil protection system with the function of mapping, mobile application and GIS launched and developed. Modernization of material base for civil protection system raised availability of public services in the field of civil protection. All outputs are freely available to general public, because every inhabitant of Siauliai and Jelgava city are more safer after completing the goals of the project. Project aims to supported actions to prevent and deal with cross border crime and improve civil safety in the Programme area. Cross border cooperation improved harmonisation of systems for ensuring public safety as well as the implementation of joint activities for combating crime more effectively. New solutions that were developed during the project was: (1) city coordination centre of social information and operational management established in Siauliai city and developed in Jelgava city; (2) monitoring of the situation in potentially socially dangerous Siauliai city and Jelgava city places by special equipment; (3) Created (in Lithuanian side) and developed (in Latvian side) of system with mapping function, which is used to target spotted problems: public order violations, trading illegal (smuggled) goods, etc.
Project main overall objective:
This project achieved the main objective of the Programme and specific objective of this Programme. Overall objective of the project was to improve the system of civil protection, ensuring operative and effective public administration services and to implement monitoring of civil people protection (protection of houses, protection of environment, protection of work and school). Overall objective of the project was directly linked to Programme priority specific objective because: (1) cross-border cooperation is required to combat cross-border crime and civil protection issues; (2) close proximity of regions (Siauliai and Jelgava) is a potential for joint services and administrative cooperation; (3) a legal framework for cross-border cooperation is in place, thus the Programme and project that was implemented can focus on cooperation activities in the field of public services.
Project main output:
City coordination center of social information and operational management established in Siauliai city and adapted in Jelgava city.
LLI-194 project – Steering Committee and Management Group meetings were held in Siauliai
On the 29 of June, 2018, 2nd Steering Committee and Management groups meeting were held in Siauliai city municipality, Vasario 16-osios Street 62, Lithuania, Room 237. The main aim of the meetings were to schedule activities, discuss project implementing process and achieved progress, projects reports and prepare coming work plans. Also good experience and impressions from Glasgow Coordination Centre visit on 12-14 of June, 2018 were discussed.
This meeting was organized under the frame of the project LLI-194 “Improvement of civil protection system in Siauliai and Jelgava cities” (C-System)
Overall objective of the project was directly linked to Programme priority specific objective because: (1) cross-border cooperation is required to combat cross-border crime and civil protection issues; (2) close proximity of regions (Siauliai and Jelgava) is a potential for joint services and administrative cooperation; (3) a legal framework for cross-border cooperation is in place, thus the Programme and project that was implemented can focus on cooperation activities in the field of public services.
Project main outputs :
Increased capacity of partner institutions, by promoting legal and administrative cooperation in areas such as combating crime and improvement of civil security. Reliable and effective cross-border co-operation in the field of civil safety created through experience exchange. Added value of cross border cooperation created by exchanging of best practices among institutions in the field of civil protection.
Purchased of special equipment and services which helped to monitor the situation in potentially socially dangerous Siauliai city and Jelgava city places (PC (2 items), media sound system (1 item), large monitor tv (2 items), video recorder (2 items), gasoline car 4×4, 5 seating (1 item), car siren with microphone (2 items), car emergency lights, yellow (2 items), car design services, indoor air-conditioning system (1 set), video cameras (32 item) with video cameras system connection service and video cameras system maintenance service for 3 years (after the project end maintenance costs will be covered from LP own funds), optical cable, video server (1 item), video cameras observation monitors (6 psc.), uninterruptible power supply (2 items), camera control keyboard (2 items), video analytics software (1 item), diesel generator monitoring system (1 item), whole center UPS monitoring system (1 item), computer network equipment (2 items), server equipment (1 item), outdoor camera (6 items), indoor camera (4 items), technical room camera (2 items), video surveillance infrastructure and video analytic system (1 item), virtual Guard post: access control system (1 item), development of IP telephony system (1 item), audio and video recording system (1 item), Mobile civil protection data broadcasting center, consisting of trailer, electricity generator, flood-lights, flood-lightnings telescopic racks, equipment for mobile device charging, 4G mobile data access point (1 item)).
Civil protection system with the function of mapping launched in Siauliai city and developed in Jelgava city, which is used to target spotted problems: public order violations, trading illegal (smuggled) goods, etc. It is possible to share open data with community. Within new web solution it is easy to arrange day-to-day and crisis communication.
During project implementation one of the main goals was to establish a city social information and operational management and coordination center in Siauliai, which operate analogical like in Jelgava. Jelgava‘s city social information and operational management and coordination center was adapted. Response time to crisis situations is shorten and also day to day accident prevention activities improved.
