During the 3rd and 4th of October an international conference took place in Anykščiai with more than 150 participants and speakers from both Lithuania and Latvia.
The international conference “Innovative and Effective Municipal Management Methods and Techniques” took place in Anykščiai Arts Incubator. It was the first great event of the project “The Cycle of Practical Training and Events Fostering Cooperation between Institutions and Capacity Building of Employees” (LLI-59, OPEN LEADERSHIP) funded by Interreg V-A Latvia – Lithuania Programme 2014-2020. The project, which lasts for 2 years, is being implemented from 2017 May by Euroregion “Country of Lakes” Lithuanian Office together with partners from Latgale Planning Region in Latvia.
More than 150 participants gathered at the event. The long list of conference speakers start with the Mayor of Anykščiai district municipality Kęstutis Tubis, who gave a congratulatory speech and latter a report on tourism development in Anykščiai. List continues with Ltd. “Economic Consultation and Research” chief consultant Aris Lencevičius and Mindaugas Sinkevičius, State Social Insurance Fund director of the board, who introduced the latest methods and techniques for improving activities of the local government, LEAN management system, the implementation of which will be discussed and studied throughout the Project.
The participants of the conference were also interested in presentations by Vytautas Jastremskas and Tautvydas Tamulevičius, respectively the director of Alytus city municipality and the Deputy Mayor of this municipality, who both spoke on the deployment of LEAN in their municipality and the involvement of local residents in local government. Presentations provided practical ideas for innovative and effective local government work, which may be applied in everyday work.
Speaker of Daugavpils city council, Marketing and project manager Inese Andiņa shared experience of creating Information Office at local municipality and stressed its benefits. Also, Deputy manager of Social care department of Rezekne city council Ilona Kozlova shared experience of implementing the ISO standards in social department work at local municipality. Manager of Livani Business Support Center Inese Stahovska of Livani municipality explained how cooperation between local municipality and entrepreneurs is organized and stressed its benefits.
During the discussions executives from Anykščiai district, Alytus city, Zarasai district municipalities and State Social Insurance Fund board together with other participants, expressed their opinion and discussed what innovative local governance is and how to become one.
In the evening of the 1st day the guests from Lithuania and Latvia, with the benevolent help of Anykščiai Tourist Information Centre, had an opportunity to visit Anykščiai Tree Trail, Angels Museum and to look at the breathtaking city view from Anykščiai Church tower.
The next day, the crowded hall of people gathered again and proved that they were interested in topics covered by the conference.
Gediminas Česonis, the director of Regional Policy Department in the Ministry of the Interior of the Republic of Lithuania, spoke on White Paper of regional policy and the planned changes in local government. Dr Alvydas Punis gave a presentation about results-oriented management, and Andrius Kučas, analyst of Business Processes and IT Systems, spoke about LEAN deployment using geographic information systems. The conference participants were particularly interested in a presentation of Mindaugas Ardišauskas, the director of UAB “Fabula and partners”, about social networks as a tool for creating a local government image, as well as in a presentation on social advertising by the director of “Nomoshiti initiative” Paulius Rymeikis. The conference concluded with Māris Čačka, a Deputy Director of Daugavpils Mark Rothko Art Center, who spoke about the establishment of the Mark Rothko museum and the role of local government in preserving the national cultural heritage.
The conference provided a good start for further cross-border cooperation activities: educational training activities, workshops, experience exchange visits, individual consultations and coaching sessions of municipal employees, local and international conferences.
