LLI-472 Joint Management of Urban Wetland Areas in border region Latvia-Lithuania (Urb-Area)

The project addresses management of natural and semi-natural ecosystems of urban wetlands in two neighbouring cross border areas – Daugavpils (Latvia) and Anykščiai (Lithuania). Both municipalities face lack of understanding of responsible institutions and inhabitants for importance of urban wetlands’ eco-system for natural balance. The project aims to develop the innovative integrated and efficient approach for joint cross-border management of urban wetlands. Two urban areas wetlands will be managed within the project – ponds in the territory of Latgale Zoo (Daugavpils, Latvia) and Green pond in Anykščiai (Lithuania). The biodiversity inventory is planned for both wetlands, common action plan will be created and will consist recommendations and measures for future preservation of urban wetlands. Both ponds and their surrounding areas will be cleaned from litter, overgrown plants (reeds and bushes) will be removed. It is expected that the cleaning of the ponds and their banks will give the impulse to wetlands’ nature to regenerate. To manage the flow of visitors and to reduce disturbance of the nature the paths and benches for visitors will be set up. Also, visitors will be able to observe the wetlands’ species remotely: outdoor cameras will be set up on the territories of wetlands and videos from both wetlands could be seen on-line and on the indoor screens in Latgale Zoo and Anykščiai Tourism and Business Information Center. Also, the visitors and all who are interested will be able to use information on both wetlands, what species live there, what are their roles in wetland bio-system, how should they be treated. User friendly the same information could be also uploaded on mobile devices, so specially developed mobile applications will be created. Both partners shall also organise environmental education activities for general public as children, pupils, students, nature lovers from different NGOs. joint lectures will be organised, e-catalogues will be created, video materials will be developed. Visitor counters will be set up at the entrances of Latgale Zoo and Anykščiai Green Pond area to monitor the amount of people entering the wetlands’ areas and prevent those from over-visiting. Besides, the security cameras to monitor the public order will be set up in Latgale Zoo and connected to Daugavpils city video surveillance system operated by municipal police. It is expected that after the project about 15 000 people each year will use the results of the project in Daugavpils and Anykščiai.

THE MUNICIPALITIES OF DAUGAVPILS AND ANYKŠČIAI INVITE TO LEARN ABOUT THE NATURE VALUES FOUND IN URBAN WETLANDS

In order to raise environmental awareness and understanding of the need to preserve wetlands among residents and visitors of Daugavpils and Anykščiai, various public education and wetlands management activities have been implemented within the project.

  • In the framework of the project a website https://urbanwetland.eu/ has been developed. It provides an electronic catalogue of the most important species and biotopes of the Esplanade Wetland in Daugavpils and the Green Pond in Anykščiai. The descriptions of the species and biotopes included in the electronic catalogue are available in Latvian, Lithuanian, English and Russian. The eco-education materials section of the website include various educational games. In the “Observations” section of the application, visitors of the Esplanade Wetland in Daugavpils and the Green Pond in Anykščiai can upload photos of their observations of the wetlands. After new observations are registered in the system, the information is sent to the experts involved in the project, who identify the species detected and publish the observations in the application.
  • Within the project, online cameras have been installed in the Esplanade Wetland in Daugavpils and the Green Pond in Anykščiai, which can be connected and live-streamed via the website. The specific locations of the cameras in the wetlands were selected in cooperation with the experts involved in the project. The cameras are placed on specially designed pontoons and operate autonomously. The energy needed to operate the cameras is generated by a solar panel. The solutions chosen for the project minimise potential disturbance to the nesting bird populations in the area, as the cameras do not require regular online maintenance. https://urbanwetland.eu/live-bird-watching-best-videos/
  • During the Environment Day in Daugavpils on May 5, 2022, the nature experts involved in the project organised educational activities for different target audiences. Education events in Anykščiai took place on September 20, 2022.The participants were from different age groups and interests –children of different ages, students and environmental specialists, biology teachers, natural science specialists, municipal administration employees and managers. The activities were adapted to each target audience.

  • The nature and environment experts involved in the project developed methodological materials for ecological education on wetlands for different age groups. The methodological materials developed by the experts can be used after the end of the project in various environmental education activities to raise awareness about the need and importance of wetland conservation. ELECTRONIC CATALOGUE OF SPIECIES FOUND IN DAUGAVPILS AND ANYKSCIAI URBAN WETLANDS
  • During the project large-scale measures to restore the green infrastructure of two urban wetlands (Esplanade Wetland in Daugavpils and Green Pond in Anīkščiai) were implemented. Pond improvement works were implemented in the territory of the Esplanade to enhance the green infrastructure of Daugavpils urban wetland – mowing of trees and shrubs, thinning of shrubs, creation of an open water system and pond system. Also Latgale Zoo territory was improved by following – arranged sidewalks, driveways and footpaths, landscaped lawn, planted trees and shrubs. In the territory benches, rubbish bins and bicycle stand were installed. A video surveillance system has been installed, as well as a visitor counter. Binoculars and aquascopes have been purchased for the Latgale Zoo and will be used to organise environmental education activities. Improvement works were implemented in the territory of Anykščiai green pond: bush cutting, bottom cleaning from physical contaminants, garbage sludge removal, removal of poor shrubs on the coast, removal of excess water plants. On the pond shore builded benches and trash cans, bicycle stands, a pontoon path to the island of pond, in order to protect the orchids growing in the area, a fence has been installed, cameras with solar panels installed to ensure remote monitoring of the green pond.

  • The project finalised the Daugavpils and Anykščiai Urban Wetland Management Plan, which details the management of two urban wetlands – the Esplanade Wetland in Daugavpils and the Green Pond in Anykščiai. Joint_Action_Plan

The team of external certified experts has investigated and reported on the progress of restoration of green infrastructure of Daugavpils and Anykščiai Urban Wetlands, efficiency of joint cross border management of urban wetlands, progress of minimizing the environmental risks, as well as instructed on further actions to ensure the continuity and durability of the project results. Final report on monitoring was created and introduced to the responsible specialists of Daugavpils and Anykščiai.

Monitoring report

Developed recommendations on further restoration and preservation of green infrastructure of urban wetlands are being taken into consideration on a permanent basis within the operating mode. Daugavpils municipality is currently implementing the further project on improvement of the urban wetland. And 12 bred juvenile pond turtles will be released in restored pond in Daugavpils  after the practical works of follow up project are completed.
