As both of countries have own surgical specific, such a cooperation should bring some benefits. The project addressed strengthening of surgical services in wide range of them. Sharing information about surgical activities between Latvian and Lithuanian surgeons is one of the key point, which can raise the level of knowledge of surgical staff by that implement different innovations, to improve surgical service level, avoid mistakes per surgical activities.

Also Daugavpils Regional Hospital has create the multifunctional training center with the possibility of operations broadcasting and equipped with telemedicine system, thus increasing its capacities as a cross-border qualified medical service provider. The main goal of the multifunctional training center was to improve the level and quality of health care provision, based on the efficient use of high-level information technology.

To raise capacities of the personnel by organizing training. Three types of training were planned for the implementation of the project to raise capacities of the personnel. Refresher courses were consisted of such topics (11 trainings per each partner) as Team work, Conflicts management, Leadership, Organization results evaluation, HR management, Public speaking, Strategic planning, Successful organisation representation and image, Stress management, Internal communication, Time management. Vocational training for surgeons/doctors/ administration” both partners had 3 topics. Vocational trainings for surgeons/doctors/ administration that will be organised by Kaunas hospital consisted of these topics: Minimally invasive laparoscopic surgery for groin hernias, Minimally invasive laparoscopic colon surgery and Minimally invasive endovascular treatment of varicose veins. While trainings in Daugavpils Regional Hospital consisted of these topics: Laparoscopic surgery, Modern tendencies of parenteral nutrition and Organization of patient personal data protection.

To increase technical capacities of the hospitals surgical (telemedicine) equipment meeting the existing requirements and patient’s surveillance equipment was purchased by both project partners. Like cameras, which allow to film and archive the videos, use the videos for educational or other specific purposes and in real time for consultation purposes. Also, a conference hall in Daugavpils regional hospital was repaired.

The methodological material consisting of the procedures and methods on organizing of work and how to work with the new medical equipment (telemedicine equipment) was developed for the use of the Kaunas regional hospital Surgery Clinics (operations departments). Also, both partners in cooperation have developed other methodological material, which implement new methods and new approaches to provide telemedicine broadcasting.

As a result of the project, partnership cooperation between Daugavpils and Kaunas surgical specialists was established, which will be a platform for further professional cooperation in other areas of medicine. Remote consultations using new equipment would allow partners to share medical experience and know-how information, which inevitably leads to improving of quality of surgical services in Latvia and Lithuania.

2. In order to improve of management of surgical services and raise their administration capacities project leading partner Kaunas hospital has purchased and installed the set of telemedicine equipment (video recording computers, cameras, monitors, video and audio streaming equipment and software) which allows to film, stream, archive and review videos for these specific purposes:

  1. Record and archive surgery cases and use this information in cases of medical consiliums and medical audits.
  2. Use of interesting surgery cases in educational activities for medical students and surgery residents. Both live and recorded video material can be used for educational purposes.
  3. Record and archive diagnostic cases and use them to evaluate current situation and the effectiveness of the treatment before the surgery and to evaluate the research dynamically for choosing the most effective surgical method.
  4. Live consultations by senior and experienced surgeon. This equipment allows performing these consultations without leaving his current location and entering the surgery room, making disinfection and putting special clothes. These preparation actions prolong surgeries, increase operation costs and leave more possibilities for prolonged anesthesia and in rare cases can cause hospital infections. Equipment allows for consulting specialist to have a live conversation with colleague in surgery room from his cabinet or other working place.
  5. Live translations from all 8 surgery rooms and corridors of surgery block allow to observe the working process and to know the exact phase of operations. This allows to reduce time for preparation for surgeries and to perform more operations per day. As the result, the waiting time for scheduled operations will be shortened.
