The overall objective of the project is to improve public safety in Lithuanian – Latvian border region: Klaipeda county in Lithuania and Kurzeme region in Latvia by improving skills of employees of Palanga and Liepaja municipalities and staff of Klaipeda County Police Headquarters and State Police of Latvia by using modern tools and communication and cooperation between police and municipalities of Klaipeda Kurzeme regions. During the Project joint trainings for police officers and police supporters on how to use and apply mobile video surveillance cameras will be given by local and foreign instructors and lectors. Experience exchange is planned for police officers, supporters, volunteers in a joint demonstration training and meetings/seminars. The Project is a successful continuation of project “SCAPE” (LLI-269) in which environment friendly vehicles, communication, defense and surveillances tools where purchased, practical and useful joint trainings took place in Liepaja and Klaipėda.The overall objective was achieved during the project lifetime the public safety by improving skills for national security services and local government employees by using modern technology in their daily work was improved.
Specific objective Capacity building of Civil Security services partners and stakeholders was achieved during police and employees of Palanga and Liepaja municipalities and staff of Klaipeda County Police Headquarters and State Police of Latvia practical and theoretical trainings in the field of civil security: two-day practical training seminar in Liepaja on practice exchange for catching poacher, illegal fisherman, control border area on closest wooden roads and at the beach, common two-day practical seminar/workshop in Klaipeda for use of Video surveillance tools. Also, participation of all the partner institutions and guests on the Final Conference the improved the Capacity building of Civil Security services.
Specific objective Improvements of civil security services through strengthening of material basis was achieved trough acquisition of communication and surveillance tools; such as automatic number plate recognition cameras, radio communication system, mobile safety cameras, electric quadracycle, digital ration system, Kevlar gloves , armored vests, night vision binoculars other equipment. These measures ensure better control of public order, improve and make safer the offenders detention conditions, provide better working conditions for staff.
Specific objective Organization of common civil security activities was achieved through testing and demonstration of skills, gained during the trainings, and purchased tools, Final Conference, participation in joint events. In that way police officers, Civil Security Department staff and police supporters developed practical skills, strengthened inter-institutional contacts and working relations even more and exchanged the best practices. All this improved the overall quality of civil security and contributes to the implementation of the overall project objective.
