LLI-49 Optimal catch crop solutions to reduce pollution in the transboundary Venta and Lielupe river basins (CATCH POLLUTION)

Venta and Lielupe are transboundary river basins shared by Lithuania and Latvia where many river water bodies still suffer from water pollution problems. Although significant efforts have been devoted to the water pollution reduction in both countries and substantial decrease in urban pollution has been achieved, diffuse pollution of agricultural origin has not yet been tackled sufficiently.

Project “Optimal catch crop solutions to reduce pollution in the transboundary Venta and Lielupe river basins” (LLI-49 CATCH POLLUTION) was initiated with the aim to investigate catch crop potentials to reduce agricultural pollution in the transboundary Venta and Lielupe RBDs, extend the existing knowledge about catch crops and quantify their potential environmental effects and benefits, support farmers in decision making, and initiate a dialog between farmers, experts and stakeholders about future developments of agri-environmental measures in Latvia and Lithuania.

During the project, catch crop demonstration fields were established in Venta and Lielupe RBDs both in Lithuania and Latvia. To extend the knowledge on catch crop effects, soil, water and biomass samples were taken from demonstration fields. Project experts collected and summarized a vast range of information on potential catch crop environmental benefits. To facilitate wider application of catch crops, recommendations for catch crop support and guidance on the required implementation actions were prepared. The decision support tool was elaborated to help farmers in finding catch crop options best suiting to the needs of their farm.

Joint work of Lithuanian and Latvian environmental and agricultural experts substantially extended a knowledge base on both sides of the border and allowed to create a joint knowledge platform.

CATCH POLLUTION project results presented to stakeholders

On September 20, 2019 final workshop of the CATCH POLLUTION project was organised in Kaunas, Lithuania, where project results were presented to stakeholders. The event gathered together representatives from the Ministries of Environment and Agriculture, professionals from environmental NGOs and agricultural organisations, scientists.

Participants of of the workshop admitted that project results lay a strong background for formation of national policies with regards to application of catch crops and better utilization of their capacities for improvement of status of Lithuanian and Latvian water resources.

Sharing knowledge with farmers striving for better quality of Lithuanian and Latvian rivers

While agriculture remains one of the main pollution sources of the Venta and Lielupe RBD rivers in Lithuania and Latvia, solution of environmental problems largely depends on the farmers awareness of the status of the surrounding environment and willingness to apply more friendly farming practices.

One of the main objectives of the LLI-49 project CATCH POLLUTION was to extend the knowledge about catch crops as an efficient and economically justified measure for protection of water resources and share this knowledge with farmers and stakeholders to facilitate better acceptance and wider application of this promising management practice.

As the project is approaching to the end, we can already conclude that its mission to spread the knowledge and raise the interest in application of catch crops was successful. During the project, 8 informational events -field days – were organised in Venta and Lielupe RBDs in Lithuania and Latvia where farmers and stakeholders were introduced to catch crop growing technologies and a wide range of catch crop effects and benefits. Over 200 farmers, stakeholders, representatives from NGOs and scientific institutions participated in the project organised events. The project team sincerely believes that that the knowledge provided by the project will contribute to a wider application of environmentally friendly farming practices and lead to improvement of Lithuanian and Latvian river status.

Field days organised

Growing of catch crops is recognized as one of the most efficient pollution reduction measures, which at the same time can benefit for the farmers as it allows to improve the soil conditions and reduce the loss of nutrients. Unfortunately, due to the lack of knowledge growing of catch crops is still not very popular among Latvian and Lithuanian farmers.

To encourage the farmers to grow catch crops, the project established demonstration fields in the Venta and Lielupe River Basin Districts where the most suitable under the local conditions catch crops were grown . On the Lithuanian side, farms in Pasvalys and Mažeikiai regions were selected, on the Latvian side demonstration fields were established in Auces and Talsu novads.

In October, 2017 farmers and all interested stakeholders were invited to the field days where they were presented with demonstration results, introduced with catch crop growing technologies, catch crop benefits and environmental effects.

Ar 2017. gada aprīli Agroresursu un ekonomikas institūtskā projekta partneris, kopāar Aleksandra Stulginska universitāti, vadošā partnera -Lietuvas Vides politikas centrsvadībā uzsāka Interreg V-A Latvija–Lietuva Programmas 2014-2020projekta “Optimāli uztvērējaugu izmantošanas risinājumi pārrobežu upju-Venta un Lielupe-baseinu piesārņojuma mazināšanai“,īstenošanu. (Projekta Nr.: LLI-49, projekta akronīms:CATCH POLLUTION). Šo projektu finansē Eiropas SavienībasInterreg V-A Latvijas–Lietuvas programma 2014. – 2020.gadam. Projekta īstenošanas periods: 01.04.2017. – 31.03.2019. Kopējās projekta izmaksas ir 230 609 EUR. Projekta līdzfinansējums no Eiropas Reģionālās attīstības fonda ir 196 018 EUR.

Venta un Lielupe ir pārrobežu upes, kuru baseini Latvijā un Lietuvā joprojām cieš no ūdens piesārņojuma problēmām. Kaut arī abās valstīs veikts ievērojams darbs ūdens piesārņojuma samazināšanai, un ir panākts būtisks pilsētu radītā piesārņojuma samazinājums, vēl joprojām nepietiekoši tiek risināts lauksaimnieciskās ražošanas radītais izkliedētais piesārņojums.

Uztvērējaugu audzēšana ir viena no iespējām, kā samazināt lauksaimnieciskās darbības izraisīto  piesārņojumu un vienlaicīgi uzlabot saimniecībās augsnes auglību un racionāli izmantot barības elementus. Diemžēl, sakarā ar nepieciešamās informācijas un zināšanu trūkumu uztvērējaugu audzēšana lauksaimnieku vidū gan Latvijā, gan Lietuvā nav populāra.

Projekta ietvaros tiks konsolidētas abu valstu vides speciālistu un lauksaimniecības speciālistu kompetences ar mērķi  izstrādāt optimālus risinājumus lauksaimnieciskā piesārņojuma samazināšanai un šī pasākuma racionālai pielietošanai. Viens no projekta specifiskajiem mērķiem ir arī rosināt plašāku agro vides pasākumu pielietošanu un demonstrēt ar to saistītās izmaksas un ieguvumus. Tādā veidā projekta laikā tiks sekmēta  vides un lauksaimniecības ekspertu, lauksaimnieku un to organizāciju sadarbība ūdens resursu pārvaldībā.

Lai rosinātu lauksaimniekus audzēt uztvērējaugus Ventas un Lielupes upju baseinu teritorijās tiks ierīkoti lauka demonstrējumi Pasvāles un Mažeiķi rajonos Lietuvā un Auces un Talsu novadā Latvijā. Šajā sakarā attiecīgajos novados 2017. gada oktobrī abās valstīs tiks organizētas informatīvas lauku dienas, kuru laikā varēs iepazīties ar uztvērējaugu sugām, to audzēšanas tehnoloģijām un ieguvumiem no to audzēšanas.

Pranešimas spaudai

2017 m. balandžio mėn. VŠĮ „Aplinkos apsaugos politikos centras“, kartu su partneriais, Aleksandro Stulginskio universitetu ir Žemės ūkio išteklių ir ekonomikos institutu (Latvija), pradėjo vykdyti projektą „Optimalūs tarpinių augalų sprendimai siekiant sumažinti tarptautinių Ventos ir Lielupės baseinų taršą“ (Projekto nr: LLI-49, Projekto akronimas: CATCH POLLUTION). Šį projektą finansuoja Europos Sąjungos 2014–2020 m. Interreg V-A Latvijos ir Lietuvos bendradarbiavimo per sieną programa. Projekto trukmė: 2017 m. balandžio 01 d. – 2019 m. kovo 31 d. Visas projekto biudžetas 230 609 Eur. Iš jų bendrasis Eurpos regioninės plėtros fondo finansavimas 196 018 Eur.

Tarptautiniuose, Lietuvos ir Latvijos teritorijose išsidėsčiusiuose, Ventos ir Lielupės upių baseinų rajonuose (UBR) vis dar gausu taršos problemas patiriančių upių. Nepaisant abiejų šalių pastangų mažinti taršą ir pastebimo miestų taršos sumažėjimo, žemės ūkio taršos efektyviai valdyti vis dar nepavyksta.

Tarpiniai augalai yra pripažįstami kaip viena iš efektyviausių žemės ūkio taršos mažinimo priemonių, kuri tuo pačiu yra naudinga ir ūkininkams, nes leidžia pagerinti dirvožemio būklę ir sumažinti maistinių medžiagų nuostolius. Deja, dėl žinių stokos tarpinių augalų auginimas vis dar nėra labai populiarus tarp Lietuvos ir Latvijos ūkininkų.

Projekto metu siekiama suvienyti kaimyninių šalių aplinkosaugos ir žemės ūkio specialistų pastangas bei žinias identifikuojant optimaliausius tarpinių augalų sprendimus ir bei jų įgyvendinimo poreikį. Siekiama paskatinti aktyvesnį agrarinės aplinkosaugos priemonių įgyvendinimą, aiškiai parodant šių priemonių įgyvendinimo kaštus ir naudą. Todėl projekto metu didelis dėmesys bus skiriamas bendradarbiavimui su ūkininkais, jų organizacijomis bei už vandens išteklių valdymą atsakingomis institucijomis.

Siekiant populiarinti tarpinius augalus, projekto metu Ventos ir Lielupės upių baseinuose, tiek Lietuvoje, tiek Latvijoje, įrengti demonstraciniai laukai. Lietuvoje pasirinkti ūkiai Pasvalio ir Mažeikių rajonuose, Latvijoje – Talsu ir Aucės savivaldybėse. 2017 m. spalio mėn. demonstraciniuose laukuose bus organizuojamos informacinės lauko dienos, kurių metu ūkininkai bus supažindinti su tarpinių augalų įvairove, auginimo technologijomis ir jų teikiama nauda.
