LLI-269 The development of safety services by strengthening communication and cooperation capacity between the local government and police authorities (SCAPE)

The overall objective of the project was to improve public safety by improving skills for national security services and local government employees by using modern technology in their daily work. Project goal was to promote communication and cooperation between police and local governments in Lithuanian-Latvian border, also to increase the security and popularity of the region.

Palanga City municipality has purchased 4 electric tricycles, 8 mobile phones, 5 electric bicycles, 8 radio stations, electric minivan with special markings of the Palanga city municipality, with all the necessary computer equipment, video and audio recording equipment. Klaipeda County Police Headquarters have purchased the Electric car with accessories, 2 service bikes, 2 electric bikes, 2 electric tricycles, 2 segways, 2 bicycle with GPS, lighters for the bikes. The equipment is used by Palanga Headquarter’s police officers in their daily work. Liepaja Municipal Police during the SCAPE project lifetime had purchased 30 Electroshock weapons, Electroshock weapons with accessories for Liepaja Municipal Police to improve Liepaja municipal police service capacity, TASER simulation suit, 300 Electroshock weapon cartridges, 50 Body Cameras for preventive purpose, to make more safer society, 8 Body camera docking stations for charging and file exchange with the server, Data server, 6 Bicycles for Municipal Police patrols, 5 Informative boards, 7 Tablets. All this puchased equipment Liepaja Municipal Police officers are using in their every day work. State Police of Latvia Kurzeme parvalde had purchased 4 Bicycles, 2 Electric bicycles for State Police patrols, 2 Night vision cameras, 30 Traffic video recorders, 20 Electroshock weapons with accessories, Drone with video camera. The purchased equipment help the officers to solve their daily tasks.

To strengthen knowledge and capacity of police officers 70 and local volunteers 30 (for each country) three joint trainings for police officers and supporters on how to use and apply modern technologies was given by local and foreign professional instructors and lectors. Exchange of the experience among different stakeholders during the joint demonstration training and conference was organized.

The Kick-off meeting took place in Palanga. The partnership members had an oportunity to meet and get to know each other, share their experience and jointly start to run the project. In 2019 January   project partners attended a meeting in Liepāja, and in December of the same year – in Klaipeda. It was the last face-to-face meeting before the quaranteene. Unfortunately, the Final Partner meeting took place online in September, 2020. Still, a strong longlasting relation has been established between the partners which inspired to continue the cooperation in SCAPE II project.

SCAPE LLI-269 training for TASER instructors

On the 24-26th of August, 2020 the last SCAPE No LLI-269 joint training event took place in Liepaja. Within three days, training participants learned as theoretical and practical knowledge. The training was led by an expert from Taser electric shock weapons manufacturer AXON form Great Britain. At the end of the training, all 20 participants recieved certificates of successful completion of tests and will be entitled to organize training for Taser eletroshock weapon users in future.

Video registrators for comunity police officer duty cars

Video registrators for community police officers were purchased of the INTERREG V-A Latvia-Lithuania Programme 2014-2020 supported project “The development of safety services by strengthening communication and cooperation capacity between the local government and police authorities”, SCAPE LLI -269. Those registrators are helpful to gain evidences and solve out situations while police responds on call. It also helps to be protected in case of misunderstanding or quarrel especially on public events while patrolling.

Safe police bike patrolling and use of individual body cameras

On the 26th – 27th of June, 2019, in Liepaja there was taken place for two-days teaching/ training seminar on safe police bike patrolling and use of individual body cameras of the INTERREG V-A Latvia-Lithuania Programme 2014-2020 supported project “The development of safety services by strengthening communication and cooperation capacity between the local government and police authorities”, SCAPE LLI -269. 30 police staff members from Lithuania and Latvia participated in the two-days teaching/ training seminar which was provided by VAZ Global Netherlands (Community Policing Experts). First day of the event took place inside the State police of Latvia Kurzeme regional department; and the second day was run in outdoor conditions on bicycles.
Police officers got chance to train in different conditions and gain experience on bike use as police tool for catching offenders as well as a self defense instrument. Some theoretical input was detailed on preparing bike to make sure that police officer is self-confident during the shift.
On the side of use of individual body cameras police officers gained information how useful is to get evidences as well as it is very helpful to observe all situation. There were great practical suggestions to keep in mind and introduce to future responsibilities.

Administration of Palanga’s City Municipality purchased 5 the electric 6-8 seats minivan with a municipality’s public order unit adapted to work and special radio equipment is already purchased. The bus with special markings of the Palanga city municipality, is a special workstation with all the necessary computer equipment, video and audio recording equipment. A bus with a specially created work station performs the functions of the Public Order Division of the mobile municipality – enables to respond promptly to violations of public order, to actively and rationally carry out special functions of maintaining public order – to capture and control public order.

Klaipeda County Police Headquarter has purchased ecologically clean patrolling vehicles: an electric vehicle with special police radio and car lights, sound equipment that complies with the standards set by the legal acts of the Republic of Lithuania for police vehicles, marked with special police signs and equipped with modern special police equipment – speedometer, computer equipment, video and audio recording equipment, carries out mobile special police vehicle functions – enables more active and rational implementation of special police functions – to capture and control the speed of driving, hooligan and dangerous driving, carry out vehicles theft and prevention control, without requiring additional human resources for the processing of information from stationary radars and speedometer; 2 bicycles equipped with special navigation equipment, 2 electric bikes, 2 bicycles, and 2 electric tricycles, lighters of 1500 lumens (6 lighters for 4 bicycles and 2 tricycles), also, 2 Segways for patrolling in public recreational spaces of the Western Lithuania.

6 bicyckles are prchased by Liepaja Municipal Police. As well as 30 Electroshock weapons with accessories, Electroshock weapons with accessories for Liepaja Municipal Police to improve Liepaja municipal police service capacity, TASER imulation suit, 300 Electroshock weapon cartridges, 50 Body Cameras for preventive purpose as well, to make more safer society, 8 Body camera docking stations for charging and file exchange with the server, Data server (bodycam videos), 5 Informative boards, 7 Tablets with screen size 8 inch.

Latvia State Police Kurzeme Region Department has to purchased 4 bicycles and 2 electric bicycles for patrolling in Kurzeme territory. Also, 2 Night vision cameras, 30 Traffic video recorders, 20 Electroshock weapons with accessories, Drone with video camera.

There were organized 4 joint events – 3 trainings and the 3-day Conference. The 1st joint event was a  2-day training  designed for volunteers and police supporters which took place in Klaipeda in October, 2018 with 30 listeners and 4 lectors.The 2nd common event after purchasing some of the equipment was a 2-day seminar during which in theory and practice the tactics to use bikes as a police tool was provided, bike patrolling, the most common mistakes and positive aspects of using individual body cameras on the daily basis. The training with 31 participant took place in June, 2019 in Liepaja. The The 3 – day joint Conference “Modern public services: case of communication and cooperation between local government and police authorities” took place in Octobe, 2019 in Palanga and on the 4-5th of October – in and Liepaja with more than one hundred participants. 1000 booklets and 1000 reflectors with project atributes were produced and distributed during the Conference in Palanga, part of them were in the tent during the purchased vehical demonstration where the citisend and guests of Palanga could know alot about LaitLit programme and the SCAPE project. The last joint even was 3-day joined Electroshock instructor training to work with TASER which took place in Liepaja in August, 2020 where 20 police officers participated.

The success of SCAPE project can be proved by its continuation in the project SCAPEII.
