LLI-224 Improving Accessibility of Quality Medical Care While strengthening Institutional Capacity and Cooperation in the Cross-border Region Zarasai-Daugavpils (QUALITY MEDICAL CARE)

The growth of national centralisation of medical services has left remote border areas, such as Zarasai district, detached from national centres of quality medical care. Due to far locations emergency medical care is not sufficient to provide timely aid, with closest ones being from 48 to 148 km away. Although people from Zarasai can receive active treatment or get professional consultations in a qualified medical facility in Vilnius the waiting often takes three to six weeks.
The overall objective of the project is to improve accessibility of quality medical care through strengthening institutional capacity and cooperation between medical institutions in the cross-border region Zarasai-Daugavpils.
As a main project output cross-border cooperation framework between Zarasai Primary Healthcare Centre and Daugavpils Regional Hospital will be created.

In order to ensure accessibility and service quality of emergency medical care an ambulance vehicle for Zarasai Emergency Service unit will be purchased. Seeking to improve quality of urgent medical care services the Daugavpils Regional Hospital will be equipped with thromboelastometry system, portable ventilators,  video laryngoscope and video intubation system, temporary external pacemaker- 4 units; infusion modular workstation- 2 units, patient monitoring system, thus increasing its capacities as a cross-border qualified medical service provider. For constant improvement of emergency care 2 training manikins will be provided, cross-border disaster simulation and disaster management strategy and operational guidelines prepared.
Finally people from Zarasai district will be able to receive quality medical services in the distance of just 25 km in Daugavpils Regional Hospital which will update its capacities to provide even better medical care.

Ambulance vehicle purchased for Zarasai emergency service unit in the frame of the project No.224 QUALITY MEDICAL CARE

In order to ensure accessibility and service quality of emergency medical care, new ambulance vehicle for Zarasai Emergency Service unit was  purchased in the frame of the project No.224 QUALITY MEDICAL CARE.

Quests and citizens of Zarasai district are now able to receive quality emergency services that for sure  will  save number of lives. This is especially important for patients with stroke or heart attack indications that need be stabilised and  transported to the nearest hospital as soon as possible.

LLI-224 European Health Insurance Card (EHIC) promotion campaign held in Zarasai

Residents of remote border regions, as Zarasai district, have to make sure they are holders of the European Health Insurance Card. This way, in case of emergency, they can feel safe they will receive all necessary urgent medical care services in the neighbouring country free of charge.

During implementation of the project European Health Insurance Card  (EHIC) promotion campaign was held in Zarasai and more than 1000 people were directly informed about the advantages of the becoming  EHIC holder.

LLI-224 First aid training for citizens in Zarasai and Daugavpils

16 First aid trainings for citizens held in Zarasai and Daugavpils by project partners.  More than 700 people trained in CBC region Zarasai-Daugvipls.

The training included both: instruction and practical training.

Certain skills are considered essential to the provision of first aid and are taught ubiquitously. Particularly the “ABC”s of first aid, which focus on critical life-saving intervention, must be rendered before treatment of less serious injuries. ABC stands for AirwayBreathing, and Circulation. During the training participants themselves had to  practice chest compressions (and thus providing artificial circulation) and pulse checks, also Heimlich maneuver procedure used to treat upper airway abstractions (or choking) by foreign objects.

All the participants received a free first aid certificate.

During the implementation of the project No. LLI-224 “QUALITY MEDICAL CARE”, efficiency of public services were improved and institutional capacities strengthened through cooperation between medical services institutions in Zarasai and Daugavpils- Zarasai District Primary Heath Centre and Daugavpils Regional Hospital, as follows:

–       Accessible quality medical services built – urgent medical service related equipment for project partners purchased (Emergency vehicle, 2 TRIAGE bags  for the emergency service unit, 2 stomotology chairs, portalbe electrocardiograph for LP; thromboelastometry system, portable mechanic ventilators, portable video laryngoscope,  Video laryngoscope for tracheal intubation during in-hospital cardiopulmonary resuscitation; 4 temporary external pacemakers, 2 Infusion modular workstations, patient monitoring system for Intensive care unit (ICU) also 2 emergency care training manikins for PP2); In order to increase specific knowledge training for medical personnel from both institutions was organised; to rise awareness among citizens of cross-border region first aid training run. To exchange practical experiences and increase motivation joined medical staff motivation camps arranged. To ensure continuity of the project, CBC cooperation agreement between the two institutions  signed.

–       disaster management knowledge developed– project partners including other rescue institutions from the CBC region Zarasai-Daugavpils had participated in joint CBC disaster management training which was concluded with the simulation of a disaster and preparation CBC disaster management guidelines.

–       service capacities for joint use built –  medical service related premises were adopted to the wheelchair use.

Strengthening of Cross border cooperation between the medical care institutions  in Zarasai and Daugavpils became more realistic after the Agreement between the Government of the Republic of Latvia and the Government of the Republic of Lithuania about Cooperation for Ensuring the Medical Emergency Services in the Latvia-Lithuania  Border Area  was signed on the 4th of October, 2018.
