Lack of employment opportunities and low income of population in the remote rural areas of Utena and Latgale cross border region, encourages people to consider development of the alternative activities, as self-employment and participation in the local food market. The project idea was to build a local foods support system that tackles four steps: production, promotion and delivery and sales, thus creating new opportunities for local economies.
Therefore practical meat, milk and crops processing training for potential producers at the successful producer’s sites in Latvia and Lithuania were organised in the frame of the project.
| 78 enterprises have received direct non-financial support- 20 restaurants (10 in Latvia and 10 in Lithuania) were provided professional assistance for developing of the Menu; 15 local producers have received professional consultations for their product development (10 in Latvia and 5 in Lithuania), 43 enterprises, including farmers who produce and sell their products (27 in Latvia and 18 in Lithuania) have participated in food processing and product development business trainings. |
In order to constantly promote local products local product contest, also local menu contest for restaurants of Latgale and Utena regions were organised, specific local product promotion festivals In Zarasai, Kraslava, Rezekne and Visaginas have been started, first local product fair in Zarasai arranged.
In order to support a delivery process from local producers to consumers a “local food truck” and 17 retail tents were purhcased for the use of project partners.

After the product is produced it needs to be delivered to the customer. There are open places for trade in every municipality in Utena and Latgale region, but to sell local products as meat or cheese, one should have a food truck or a kiosk.
In August, 2020, the new Partnership agreement for the implementation of project LLI-416 LOCAL FOODS was signed by the three project partners.
Due to low capacities and lack of financial resources the Project partner No. 2 Farmers Union of Kaslava District has demonstrated a very low level of activeness and involvement in the implementation of project LLI-416 LOCAL FOODS activities. Therefore project change procedure was initiated by the project Lead partner.
As lack of financial resources was indicated as main problem for Partner 2, Lead Partner has found much financially reliable partner- Latvian office of Euroregion “Country of Lakes”, institutions that unites 15 municipalities from Latvia (Latgola) and works in sphere of social economic development to solve local problems through cooperation by involving local actors: citizens, public and private organisations, local businesses and farmers.
It is important to stress that Partner change will allow to continue achievement of project results, because existing and potential local producers from Latgale region will be involved in project activities, no matter if those farmers are members of certain farmer union organisation or not. It is planned that Farmers Union of Kaslava District and its individual members local producers will remain as a target group of the project.
The Farmers Union of Kaslava District and farmers who were involved in experience exchange visit to Poland and Austria will share their experiences and participate in such project activities as trainings, product development consultations, and participate in other project events, as festivals and local product markets, also bring their products to the market to start local production and delivery system in Latgale and Utena regions.
In December, 2018, project No. LLI-416 LOCAL FOODS partners- farmers from Zarasai and Kraslava had participated in experience exchange visit to Poland and Austria.
The overall objective of the project was to create employment opportunities through entrepreneurship support in the Utena- Latgale cross border region.
The specific objective of the project was to Develop Local Food Production and Delivery Support System in the Utena- Latgale cross border region.
The target was fully achieved through the achievement of the project main output:
Q.T.1.1. Local food production and delivery system created (fully achieved, more than planned)
– Business support services improved/created as result of the cross-border cooperation-1.
– Productive investment: number of enterprises receiving support – 78 (planned – 40).
In order to participate in local food market, entrepreneur skills for potential local food producers have been updated during the implementation of the project- necessary production trainings (on meat, milk, herbs and spices), trainings for restaurant chefs and managers, individual menu development and consultations regarding local product business idea development were provided to farmers from Utena-Latgale region.
Most of project activities as local product contest, local restaurant menu contest, local food markets, grill and tea festivals in Zarasai and Kraslava, also local food truck and retail tents promotional campaign have included local producers and their products from Utena-Latgale cross border region.
For further promotion and development of local produts LOCAL FOODS development strategy for the period of 2022-2027 has been prepared.
