Lately libraries have become a popular meeting place for children and teenagers, where they can spend their free time using internet and playing with friends – especially those children whose parents cannot buy a computer or pay for the internet at home. Librarians from Ludza Town Library (LV), Rokiškis District Municipal Library (LT) and Jēkabpils City Library (LV) noticed children’s interest and worked together in the project Interactive educational space – efficient way of social integration of children from disadvantaged families (OPEN UP) in order to create conditions in Ludza, Rokiškis and Jēkabpils libraries to facilitate socio-economic activity of children from disadvantaged families, contributing to improvement of living conditions in border region of Latvia and Lithuania. The libraries organised 82 training sessions for groups of children in Ludza (LV), Jēkabpils (LV) and Rokiškis (LT), when they visited different institutions, companies, organisations to see their work. 229 OPEN LESSONS were organised by the partners, where any child-library visitor could play interactive games, make videos, and have fun. Two international children camps took place – one in Jēkabpils (LV) and one in Rokiškis (LT). Ludza Town Library organised 15 video hobby lessons. In total, the partners involved 1,308 children into the project activities.
The librarians and social workers met their colleagues abroad and shared experiences at three joint seminars, a study trip to libraries in Berlin and at the Final Conference in Ludza.
In Rokiškis District Municipal Library premises were repaired to be more suitable for children; all libraries purchased desktop and laptop computers, video game consoles, interactive boards, etc. for interactive education and games.
As a result, the modernised libraries OPENed UP self-development opportunities for deprived families’ children by providing them a possibility to extend their outlook by visiting various institutions, using interactive education possibilities, reading books, watching films together, so they spend their free time more meaningfully, acquiring new skills in using modern technologies.

Last year in autumn Ludza Town Library, Rokiškis District Municipal Public Library and Jēkabpils Principal Library started realisation of an activity, which was rather unusual for them – OPEN LESSONS.
This week is will be special for 30 children from Ludza (LV), Rokiškis (LT) and Jēkabpils (LV): during 5 days they will take part in different activities and actions of the summer camp organised by Rokiškis District Municipal Library.
OPEN UP project opened new cooperation possibilities between children and librarians. In September 2018 Ludza (LV), Jēkabpils (LV) and Rokiškis (LT) libraries started organising so-called OPEN LESSONS for anyone interested.
Ludza Town Library (Latvia) is so active, that sometimes it seems that if it had larger premises, it could become a regional multifunctional educational and free time centre.
On the 28th of March project “OPEN UP” librarians took part in the seminar “How to behave in critical situations”.

The overall objective of the project was to create conditions in Ludza, Rokiškis and Jēkabpils libraries that would facilitate socio-economic activity of children from disadvantaged families thus contributing to improvement of living conditions in the border region of Latvia and Lithuania.
Three project partners’ libraries in Ludza Town (LV), Rokiškis Town (LT) and Jēkabpils City (LV) implemented a range of activities for local children and specialists (librarians and social workers), having an idea that raising the level of awareness can increase people’s socio-economic activity and it, its turn, will contribute to local people’s well-being.
The partners created conditions (they purchased modern equipment and organised new activities) where children from deprived communities can and will be able to receive practical and theoretical information about various spheres of life, spend leisure time and communicate with each other. The fact that during the project the number of visitors to the partners’ libraries increased is an evidence that that method is interesting for children. The partners believe that their work will increase children’s interest and in educational and social activities taking place in their municipality, thus creating the basis for children’s development, improving living conditions in the region in the future.
Involvement of children from disadvantaged families in Ludza, Rokiškis and Jēkabpils into various activities
The project partners’ libraries organised different types of activities for local children – 82 training sessions for a permanent group of children of each partner, which had been formed in the beginning of the project, 229 OPEN LESSONS for anyone interested and 15 video lessons organised for children in Ludza. The OPEN LESSONS became very popular – they exceeded partners’ expectations and proved efficiency of the chosen method. One of the assumptions of their success is that the partners’ municipalities lack such type of places and activities, where children can spend their free time, play and get new information simultaneously.
The training sessions also contributed to children’s social activity – while visiting local institutions, organisations, enterprises, the children got information about job, education and out-of-school possibilities in the region.
The two international camps organised during the project provided the children an opportunity to know more about the neighbouring country.
In total, the partners involved 1,308 children into the project activities.
Improvement of interaction between deprived communities and libraries in Ludza, Rokiškis and Jēkabpils
Owing to the project activities the partners’ libraries became very popular places of spending leisure time for children of the 3 deprived communities. The number of visitors to the libraries increased. Not only did children obtain new information about possibilities provided by the libraries, but also their parents learnt about the libraries’ services. The local society gained a better understanding of the libraries’ potential.
Improvement of cooperation between Latvian and Lithuanian librarians and social workers and their capacity building
The partners’ librarians and social workers took part in 5 joint activities – 3 seminars, the study trip to German libraries and the Final conference. All 3 seminars provided an opportunity to communicate, discuss and get new knowledge in the professional field.
At the Final conference, the partners’ librarians presented their achievements to their colleagues from other municipalities thus not only informing about the project success, but also about cooperation possibilities between libraries in Latvia and Lithuania.
In total, the partners involved 85 specialists into the experience exchange and capacity building activities of the project.
