LLI-437 Improvement of efficiency and availability of administrational cemetery management services in cross border regions of Latvia and Lithuania (DIGITAL CEMETERY)

The project will simplify administrative procedures, related to issuing permits for burial. At the moment this procedure is cost-inefficient, slow, inconvenient and time consuming. 140 cemeteries will be digitalized: digital databases and maps of cemeteries will be created, 14 laptops for the work with digital cemetery data base and maps will be purchased. After trainings and experience exchange among project partners, capacity of administrational service providers will be improved  and informational campaigns to inform inhabitants about new possibilities of cemetery managements, issue of permits for burial and digital cemetery maps will be organized in Biržai, Rundāle, Iecava and Nereta municipalities. This will make cemetery management more effective, as getting permission for burial in family graves, allocation of new graves, permits for reconstruction of graves, and identification of persons buried in the cemetery of close relatives will be faster and more simple. Project will result in more accessible and efficient local administrative services in Biržai, Rundāle, Iecava and Nereta municipalities.

Digital Cemeteries – improved services for inhabitants

The project Digital Cemetery (LLI-437 “Improvement of efficiency and availability of administrational cemetery management services in cross border regions of Latvia and Lithuania”) moves forward with real confidence: on Lithuanian side in Biržai all of the planned digitalization works are already done: in total 58 ha of the cemeteries managed by Birzai district municipality are digitalized. The Latvian side has finished the digitalization process as well: Rundale, Iecava and Nereta has digitalized in total about 70 ha of the cemeteries. Now inhabitants can easily find the burial place of the relatives and friends.

The main aim of the project – to simplify administrative procedures, related to issuing permits for burial – is also almost reached. The administrational service providers are improving skills and gain appropriate knowledge, getting used to the system and learning to work with it. After trainings and experience exchange among project partners, capacity of administrational service providers will be improved  and informational campaigns to inform inhabitants about new possibilities of cemetery managements, issue of permits for burial and digital cemetery maps will be organized in  Birzai, Rundale, Iecava and Nereta municipalities. This will make cemetery management more effective, as getting permission for burial in family graves, allocation of new graves, permits for reconstruction of graves, and identification of persons buried in the cemetery of close relatives will be faster and simpler. Project will result in more accessible and efficient local administrative services in Birzai, Rundale, Iecava and Nereta municipalities.

Results to be achieved in the project:

  • 15 pieces of equipment purchased for administrational service providers in LT and LV;
  • 1 fence established in Iecava (LV);
  • 2 specialized trainings for administrational service providers organized in LT and LV;
  • 2 exchange of experience events for local administrational service providers in organized in LT and LV.

Overal Project budget: 485 054,92 EUR (including ERDF co-finance 412 296,66 EUR).

The Digital cemetery project has reached a halfway

The COVID pandemic locked people at home, but it has not stopped the Digital cemetery project. On its halfway, the project already has the significant progress: digitalization is finished in Iecava and reached the 76 perc. of completion in Biržai. The process also successfully goes on in Nereta and Rundale. Latvian partners also have bought the computers and GPS for administrational service providers. Of course, it is a pity that there is no possibility to meet for the exchange of experience – Iecava already has the valuable experience and it no doubt would be useful for all partners. However, there is always the other day and Digital Cemetery team is optimistic – we do believe soon we will be able to meet again and the project activities will be implemented.

Cemetery digitalization is in progress

The project Digital Cemetery (LLI-437 “Improvement of efficiency and availability of administrational cemetery management services in cross border regions of Latvia and Lithuania”) demonstrates the significant progress: on Lithuanian side in Biržai 51 perc. of the planned digitalization works are already done while on Latvian side 1 contract for the digitalization of cemeteries in Iecava is signed, 1 procurement for the digitalization of cemeteries in Rundale is proceeding and Nereta municipality recently starts the similar process.

16 informational campaigns for inhabitants (attended 155 participants in Lithuania and 160 participants in Latvia), 4 experience exchange events involving representatives from all 4 participating institutions (total – 62 participants), 1 Final conference (August 19, 2022 in Iecava, attended by 50 participants) were organized.

18 laptops, 2 tablets, GPS with software were purchased by PPs and allowed to strengthening local administrational services’ infrastructure (equipment). This helped to ensure information exchange, proper storage and accessibility of effective and qualitative cemetery management services.

Project was orientated to general public–15 000 inhabitants (about 39 perc. of all inhabitants of PPs: approx. 7826 in LT and 7174 in LV) which will be informed about the new possibilities of cemetery management, simplified issue of permits for burial, improved effective and available cemetery management service, digital cemetery maps and their functionality particularly. Reached value – 16 867.

26 informational stands near digitalized cemeteries were established to attract the attention and raise awareness among the cemetery visitors about the improved and simplified administrational service and newly created digital cemetery database.
