    Welcome to the Interreg V-A Latvia–Lithuania Programme 2014–2020!

Project LLI-441 “Increasing people safety in the Baltic Sea through cross-border cooperation in the Western Lithuania and Kurzeme (ONLY SAFE!)”

The overall objective of the project was to improve the efficiency of public services by strengthening capacities and cooperation between institutions in the regions of Western Lithuania and Kurzeme. The project goal was to improve cooperation and coordination between institutions responsible for the safety of people in the water, the readiness of rescuers and to ensure the daily use of modern rescue equipment.

Staff training, organization of joint exercises, cooperation, exchange of experiences, and good practices took place between Palanga City Municipality Administration, Beach Rescue Service of Liepaja City Municipal Authority “Komunālā pārvalde”, Liepaja Municipal Police, Latvian State Police, Administration of Neringa Municipality and Fire and Rescue Department of Lithuania.

Two joint trainings – the drowning peoples’ rescue training and training on peoples’ safety assurance during low season – took place in Lithuania (Neringa) and Latvia (Liepaja). Informational – educational campaigns has been organized to train tourists and fishermen to behave in and on the water, to inform them about the existing environmental conditions (water temperature, swell, dangerous places and objects, ice conditions, etc.).

Moreover, the observation tower at the central public beach in Liepaja has been built. The following rescue equipment bought for project partners: 4 special cars adapted for rescue services off-road conditions, including sandy beaches, three specialized quadricycles one with trailer, two specialized water vehicles with trailers and one trailer for water scooter, one specialized ice sled for reaching the accidents on the ice in wintertime, one specialized water boat with trailer, 5 dry-type immersion suits with gloves and helmets, three kits of other diving and rescue equipment, the set of first aid medical equipment, 5 automated external defibrillators, two surf rescue boards, 10 manual activation rescue vests.

This equipment are remaining at the disposition of the partners and will be used to ensure public safety and rescue services on the programme territory during and after the project.

Joint exercises and demonstration of equipment acquired during the project took place in Klaipeda.

Successful Final Seminar for the Project “Only safe!” (LLI-441)

On December 6, representatives from the Palanga’s City Municipality Administration, Neringa Municipality Administration, Fire and Rescue Department of Lithuania, as well Liepāja City Municipal Authority “Komunālā pārvalde“, Liepaja City Municipal Authority “Liepāja Municipal Police“ and the State Police of the Ministry of Interior of the Republic of Latvia met at the Final Seminar organized in Klaipeda (Lithuania).

At the beginning of final seminar the representative Palanga’s City Municipality Administration, as project leader partner, presented the common challenge of project, main project outputs which has been planned, challenges has been faced during the implementation of the project. Then each partner presented them experiences in the project, what the institutions purchased within the framework of the project and how it are or can be used in implementation of working tasks.

Later, the demonstration of certain purchased equipment was organized for the workshop participants.

Finally, in order to promote the already started cooperation, the project partners shared their views on further cooperation and discussed potential project ideas.

At the lake in Recreation park “Beberlini” – international trainings to strengthen the rescue skills of the drowning

On April 26, in Liepaja, Recreation park “Beberlini” (Latvia), the international project LLI-441 “ONLY SAFE! training to introduce rescue operations for drowning in two different countries – Lithuania and Latvia – in areas where swimming and sailing are prohibited.

The training was held in a beautiful natural area near the lake in Recreation park “Beberlini”, surrounded by both dunes and centuries-old pines. A mobile meeting tent was specially set up here.

In the first part of the event, the Chief Specialist of Practical Training of the Lithuanian Fire School presented his and his colleagues’ experience in rescuing the drowning. Through the videos, several real situations were analyzed and right and wrong actions were discussed. The equipment used to rescue people drowning in our country, the peculiarities of transportation of victims, first aid and rescue during the winter are also presented, and the possible injuries in such situations are discussed.

Firefighters from the Kurzeme Region Brigade of the State Fire and Rescue Service were invited to share their experience in Latvia. They introduced the specialized equipment used to rescue the drowning person to the training participants and colleagues from Lithuania, and told them in detail about the peculiarities of its use. The practical sessions demonstrated and taught how to use a float or horseshoe.

Purchased equipment for emergency medical vehicles

At the beginning of the year, the emergency medical equipment in Neringa Municipality is renewed. During the implementation of the project LLI-441 “Increasing people safety in the Baltic Sea through cross-border cooperation in the Western Lithuania and the Kurzeme (ONLY SAFE!)” A first aid kit was purchased, which will allow more efficient ambulance care. Qualified work of ambulance personnel and modern medical equipment are probably the most important factors in providing first aid in an emergency, so the purchased equipment will allow to do it more efficiently.

The purchased first aid kit includes: resuscitation bag-backpack, oxygen kit bag, doctor bag, electrocardiograph, automatic mucus fluid aspirator, vacuum limb splints for immobilization, defibrillator, blood pressure measuring device, rigid limb splints, medical limb splints. The total purchase price is almost 32 thousand. Eur. In the near future, the first aid equipment will be equipped in an ambulance and will start its mission – to provide assistance to the residents and guests of the Neringa resort.

LLI-441 project initial stage tasks and deliverables

The LLI-441 project with title “Increasing people safety in the Baltic Sea through cross-border cooperation in the Western Lithuania and Kurzeme” and the acronym “ONLY SAFE!” was launched at the beginning of August 2020.  The quarantine restrictions due to the COVID-19 pandemic slightly adjusted the project activities – the first meeting was organized remotely and the meeting of the project partners together with the training was postponed to 2021.

Project consortium partners to start the project “ONLY SAFE!” held an online kick-off meeting on 29’th September 2020.

Lead by the Palanga City Municipality, project partners were given the opportunity to meet each other, familiarizing themselves with unknown faces, and marking the beginning of two years of intensive collaboration.

The main aim of the online Kick-off meeting was to meet with partners, present the project “ONLY SAFE!”, its aims, work packages, last changes in the Application Form (changes of activities, deadlines, budget).

Ingrida Borisenko, project coordinator – LP organization – presented “ONLY SAFE!” project’s work packages, last changes of them, activities, noted partners responsible for those activities, the draft version of Communication Plan, the 3 versions of Informative Posters.

It is considered that the participants of the online meeting are the members of the communication group, the list will be shared among the partners. All Partners were informed and agreed on publishing the article in local media during the Kick-off phase in the official language of Partner countries, putting information on the Partner’s websites, and presenting the Informative posters at premises.

Also, after the meeting, the draft version of the Communication Plan was revised by partners and the final version was approved.
