LLI-59 The Cycle of Practical Training and Events Fostering Cooperation between Institutions and Capacity Building of Employees (OPEN LEADERSHIP)

Euroregion “Country of Lakes” Lithuanian Office together with partners from Latvia, Latgale Planning Region, brought together 17 LV-LT municipalities in a joint public sector training project, which overall objective is in line with LatLit Programme priority IV specific objective: to improve efficiency of public services by strengthening capacities of employees and cooperation between institutions. In order to achieve this objective practical conferences, meetings of working groups and experience exchange, thematic training and individual coaching sessions shall be organised for municipal employees and leaders. In project preparation an online survey was prepared for LV-LT municipalities. Its data revealed the key problem areas and needs of employees according to what training themes were selected for capacity building. Aiming at efficient changes an innovative LEAN system of provisions, management and governance tools and its attitude and methods were selected for adaptation. LEAN methodology is completely new for LV municipalities and during this project they seek to get more acquainted and learn from good practices of LEAN implementation, while LT municipalities shall access and implement LEAN system. LEAN promotes elimination of ineffective activities by directing all resources only towards the creation of municipal service value to residents (customer-oriented services), improvement of overall service quality and continuous development. During the project particularly important is strengthening of institutional cooperation at international, regional and local level. Joint training activities shall create a stronger relationship between different institutions and ensure further long-term development and cooperation. Cooperation also allows to save resources and avoid the fluctuation of municipal services quality, because of constantly changing political representatives (municipal leaders). All activities and responsibilities between the partners are set out equally, also taking into account the individual needs of each municipality.

Results and conclusions: final project video clip

Project “Open Leadership” has ended but the aspiration for municipal service improvement is getting even stronger. Implementation of LEAN system showed great first results and encouraged municipalities of Euroregion “Country of Lakes” and Latgale Planning Region to strive for more changes, for even better results. Because LEAN is a never-ending process of changes.

The project video was created to present project results and invite all Lithuanian and Latvian municipalities to implement changes in their municipalities in order to create effective, sustainable, self-improving services open to all municipal residents. During the two years of the Project’s implementation, representatives of overall 29 municipalities from Latvia (21) and Lithuania (8) together with Latgale Planning Region administration and Euroregion “Country of Lakes” office staff participated in the Project activities in order to provide better public services and to promote cooperation between them giving particular attention to LEAN principles. The Project partners developed and strengthened the cooperation aspect by organizing activities at three levels: international, regional and local. Thus, cooperation between different regions, different municipalities, municipal institutions and their staff was strengthened at different levels during each training activity and this has led to the sharing of different experiences and learning from each other.  Throughout the activities, great attention was paid to capacity building of public service staff, taking into account the specific needs of each municipality and the differences between LV-LT countries.

To achieve these goals, the Project partners have successfully implemented: 2 international conferences, 2 regional conferences, 2 experience exchange visits of LV municipal representatives to Lithuanian municipalities on topic of culture, 2 experience exchange visits of representatives of Latvian municipalities to other regions of Latvia (Kurzeme and Zemgale) and 4 visits within their own region, 8 meetings of LV-LT international working groups on topics of culture and tourism, 32  seminars (regional training) on different topics, 20 regional working groups on the topics of image building for Lithuanian municipalities, 137  seminars at the local level and a total of 1101 hours of individual or group coaching sessions (560 hours in Latvia and 541 hours in Lithuania).

All these activities directly contributed to the strengthening of institutional capacity and efficiency of public sector services, as well as resource-saving, development and use of cooperation. This helped to modernize municipal management and organizational processes, adapt LEAN methods and, thus, to create customer-oriented services and to improve their quality in various fields.
