LLI-550. Social inclusion of vulnerable groups in Zarasai-Daugavpils cross-border region through development of integrated social care network (Valued people)

The project brought together municipalities from the Zarasai-Daugpils border region for a common purpose.  A new network providing social care services to vulnerable persons was created through cooperation and active coordination between the project partners. The created social care network increased the accessibility and efficiency of social services and improved the quality of services in the border region.

During the project, the social care infrastructure in Zarasai district and Daugavpils city was investigated and evaluated. Taking advantage of the strengths and good practices of each project partner, ways were found to successfully bring together NGOs and budget social services institutions for joint work. Social service workers gained new knowledge and skills for working with vulnerable groups. No less than 100 professionals took part in different types of training (self-motivation training, training on how to identify traumatised people, how to connect with troubled young people, how to help older people to adapt to modern lifestyles, how to cope with challenges). Professionals from all project partners gained knowledge and good practice during study visits to Poland, Czech Republic and Lithuania. The project partners organised camps, workshops, various trainings (computer literacy, food for life courses, art, ceramics, etc.) for older people.

The accessibility of social services to vulnerable people with special needs has been increased, with the purchase of a minibus for the Daugavpils Day Care Centre “Saskarsme”, as well as the equipping of the premises with new equipment to maintain the physical shape of the elderly, and with the provision of facilities for mental exercises.  Building in Antazave, Zarasai district, was renovated and 24 new places for short-term care services in the renovated part of the building were created.

Project LLI-550 „Social inclusion of vulnerable groups in Zarasai-Daugavpils cross-border region through development of integrated social care network“ (Valued people)

Zarasai district municipality with Daugavpils city municipal authority Social Service and Zarasai district Antazavė social service centre “Kartų namai” implemented a project aimed at developing a new integrated social care network which increased accessibility and efficiency of social services in cross-border region Zarasai–Daugavpils. The project activities included the reconstruction of orphanages in Daugavpils (Latvia) and Zarasai (Lithuania): empty rooms were renovated, furnished, and equipped to make them comfortable for elderly people with special needs. Older people have been trained to adapt to changing lifestyles. They have been introduced to the importance of nutrition for physical and emotional well-being, trained in computer literacy, and during the pandemic, due to COVID, quickly learned to use smart devices and to participate in trainings and meetings remotely. People experiencing social exclusion were eager to participate in physical activity training and workshops, where they had the opportunity to meet and interact with citizens of similar age and experiencing similar problems throughout the project period. The training was organised not only for older people from vulnerable groups, but also for staff working in social services. Staff gained knowledge and experience from social services in other countries, which they applied in their direct work and passed on to other colleagues.

During the implementation of this project, a strategic plan for social Inclusion of Zarasai district and Daugavpils city 2022–2027 was developed (hereinafter referred to as the “Plan”). The Plan means a document establishing the vision, direction and aims of development of the social area in order to rationally use the resources, create social products and provide social services meeting the needs of local residents and guests of the municipality. It is expected that the overall strategy for social services will allow to deal with interregional problems, achieve higher interinstitutional cooperation level, initiate joint projects.

Project LLI-550 Valued people

Project LLI-550 „Social inclusion of vulnerable groups in Zarasai-Daugavpils cross-border region through development of integrated social care network“ (Valued people)

Zarasai district municipality with Daugavpils city municipal authority Social Service and Zarasai District Antazavė social service centre “Kartų namai” implement a project aimed at developing a new integrated social care network which should increase accessibility and efficiency of social services in cross-border region Zarasai–Daugavpils.

Traditionally, social services in Lithuania and Latvia have been provided to people facing serious difficulties. The new social policy suggests that by providing timely interventions for vulnerable groups, many dire consequences can be avoided.
During project implementation residential institutions such as children’s homes in Daugavpils (Latvia) and Zarasai (Lithuania) are transforming, adapting vacated or renovated premises for older people with special needs – a vulnerable group whose needs were neglected for decades. New equipment and facilities, as well as educational activities, promote the adaptation of people with special needs to the needs of a changing society and promote their integration.
Training of staff in social services institutions and acquisition of good practice in foreign countries will enable social workers to apply modern methods to the care of elderly people or people with special needs.
It is planned to assess the social infrastructure of Zarasai district and Daugavpils city, and to draw on the strengths of each partner by bringing together budget institutions and the non-governmental sector during this project.

The date of completion of the project is June 2023.
