LLI-152 Improvement of services available by citizen card in Jelgava and Siauliai (e-Card)

Overall objective of the project was to improve effectiveness of providing and administrating public services, by strengthening capacity of municipal institutions and structures, as well as increasing usage of city cards in Jelgava and Siauliai, i.e. including and centralizing municipal services foreseen for citizens in city e-card, as well as ensuring possibility to use these services cross-border.

In accordance with the objectives of the program, it contributes to the sustainable and cohesive socioeconomic growth of Zemgale region, helping Jelgava and Siauliai to become competitive cities, attractive for living and working, by centralizing the administration of public services, improving access to public services and its efficiency, as well as improving the quality of life of local residents.

Reached Project overall objectives:

  1. Developed and improved municipal process of e-services, elaborated interactive information and communication IT solutions for modernization and optimization of existing municipal services;
  2. Increased number of residents using municipal services or number of City e-Card users by ensuring better compliance with the needs of the people and better access to municipal services;
  3. Integrated common services for Siauliai and Jelgava cities residents. As closely located cities, both municipalities were interested in cooperation allowing the owner of one city card to use it and benefit in both cities, for example for transport payments, museums etc.;
  4. Developed  cross-border cooperation between municipalities and residents by development of options of City e-Cards developing common solutions and mutually interesting applications.

Reached Project main outputs:

  • During cross border cooperation of 2 municipalities improved public services linked with allowances and discounts offered by municipality and so access to services is linked to citizen e-Card with improved and new e-modules;
  • Increase of the number of City eCard users and or number of residents using municipal services;
  • Cross border cooperation is improved – both on level of municipality and their institutions, and citizens.

Final Conference of project LLI-152 E-Card

On 29th of December 2020 an online Conference of project was held. The main goal of Conference was  to inform society and persons from municipalities about done activities, reached goals,  research, planned improvements and already improved services.

Conference was started by welcome speech of Chairman of Jelgava City Council Andris Rāviņš and Director of Siauliai City Municipality Administration – Antanas Bartulis.

Detailed information about project, it’s objectives, activities and reached goals was presented by Lead Partner (Jelgava City Council), and also from Lead Partners part presentation about Digital Economy was provided.

As from Project partner – Siauliai City Municipality Administration side – very informative presentations about Concept of Siauliai and Smart cities was provided.

This conference was an excellent way not only to inform participants of Conference, but also receive important information about goals achieved and future plans that will be implemented in Future and a great way to finish e-Card project.

Summary of analyses of piloting results for Jelgava and Siauliai in project e-Card

Within the framework of the project co-financed by the European Regional Development Fund, LLI – 152 “ Improvement of services available by citizen card in Jelgava and Siauliai“, analyses of piloting results  for Jelgava and Siauliai has been finished.

Project LLI152 e-Card summary of partner Concept

Within the framework of the project co-financed by the European Regional Development Fund, LLI – 152 “ Improvement of services available by citizen card in Jelgava and Siauliai“, elaboration of Concept for Jelgava and Siauliai has been finished.

The aim of developing the development concept was to define the work, tasks and activities to be performed in order to implement the management of the Smart City system. It will ensure the electronicization and optimization of municipal services, improve the local business environment and introduce services promoting the loyalty program, which will be available to the city’s residents as well as to cross-border cooperation partners and their residents.

Project LLI – 152 “Improvement of services available by citizen card in Jelgava and Siauliai” “e-Card” prolongation and other topics of the project.

The project aims to improve effectiveness of providing and administrating public services, by strengthening capacity of municipal institutions and structures, as well as increasing usage of city cards in Jelgava and Siauliai. In order to be able to carry out all the activities envisaged in the project, in the highest quality and, when completing the project, to fully meet the project objective, the duration of project has been extended until 2nd September of 2019.

Continuing the implementation of the planned activities, the project partner, Siauliai City Municipality Administration, has signed agreements in January this year for elaboration Concept and elaboration of e-modules. Jelgava City Council plans to carry out a third elaboration of e- in second quarter of this year to complete the development of e-modules and to supplement the e-modules that have already been developed with functions that will not only facilitate everyday work for Jelgava municipality authorities and citizens, but also ensure cross-border cooperation with Siauliai. For example, the mobile app developed under the project will not only facilitate the availability of information about Jelgava to its citizens, but will allow you to view information about the Spotlights and viewing sites of Siauliai.

Siauliai City Municipality Administration has signed the new contract within the project LLI-152

 Siauliai City Municipality Administration and JSC “Civitta” signed the contract for the preparation of Siauliai – the Smart City – Concept on 9 January 2019.

Aim of the contract is to prepare the concept for the development and improvement of public and private services provided for Siauliai City residents as well as the effectiveness and administration by strengthening capacities of municipality institutions and structures, applying IT solutions for provision of public and private services by citizen cards, to assess the need for financial sources.

The term – 4 months.

Siauliai – the Smart City – Concept will be prepared under implementation of the project “Improvement of Services Available by Citizen Card in Jelgava and Siauliai”, e-Card, LLI-152. The project is financed from structural funds of the European Union and from Siauliai City Municipality Administration budget.

Research within project LLI-152 “e-Card” has been finished

Within the framework of the project co-financed by the European Regional Development Fund, LLI – 152 “ Improvement of services available by citizen card in Jelgava and Siauliai“, research on the attitudes and expectations of citizens regarding the development of a citizen’s card have been completed in Jelgava and Siauliai.

In order to make improvements in the development of Jelgava and Siauliai citizens’ card and to make them attractive to every inhabitant of the city, each project partner conducted a research in his own city in the framework of the project. The research analyzed the current situation, as well as interviews, people’s opinion about cards was clarified. Citizens interviews and organized focus groups were conducted in each city, during which respondents were able to express their views on what problems they encounter when using citizens’ cards, and what new features they would like to see on the cards, in order to use them more frequently and to make their use easier for everyday life.

As the main problems when interviewing Jelgava residents, mention was made of the limited use of the citizen card and the technical problems that hinder school lunch payments. In turn, the dissatisfaction of the Siauliai citizens with the cards arises from the fact that it cannot be comfortably replenished with the money intended for payment of trips in public transport, kiosks and shops, and this can only be replenished in certain places. The residents of both cities would be happy to receive discounts by attending public events and would like to use cards in other places, not just in schools and public transport, as it is currently in Jelgava or just in public transport, as it is currently in Siauliai.

The research will be used to prepare concepts for the development of citizen cards and then make improvements by adding new features that would ease the daily lives of city residents and could be used in the partner city of the project.

During the implementation of the project IT solutions – 3 e-modules were created:

  • e-module “Discount management” – provides administration of discount register or automatic calculation and recalculation based on new data received and data changes about persons who receive discount.
  • e-module “Registration of e-cards and rules for calculating discounts” – ensures administration of registration and issue / annulation / renewal requirements of discount e-cards.
  • e-module “Managing classificators” (elaborated by Jelgava and transferred to Siauliai) – administrates classificators that are used in processes of both above mentioned modules. Classificators ensure flexibility of system and possibility to adapt work of system in accordance to work of municipality and react to the possible changes in work of municipality.

With the development of these e-modules information technology solutions have been developed and implemented, which create conditions for the municipal administrations of Jelgava and Siauliai to have more improved effectiveness of providing and administrating public services by centralizing municipal services foreseen for citizens in city e-card, as well as ensuring possibility to use these services cross-border.

Within this project Jelgava city council:

  1. Have developed new citizen e-cards (on bases of previous e-cards)

Jelgava city student e-card can be:

  • used to receive allowances in public transport in Jelgava;
  • used to provide allowances for school meals;
  • used as a Reader’s Card in all Latvian libraries;
  • used for registration for group and extracurricular activities.

The Jelgava city resident card can be:

  • used to receive allowances in public transport in Jelgava;
  • used to get discounts from service providers in the city;
  • used for personal identification;
  • used as a subscription ticket carrier for paid tickets;
  • used as a Reader’s Card in all Latvian libraries;

  1. Has created “eTelpa.lv” (www.eTelpa.lv) – municipal portal created within the project and it provides Jelgava residents and organizations with an integrated platform for receiving specific e-services provided by Jelgava municipality online and will allow creating a unified identity profile for communication with the municipality.

Recipients of municipal allowances have the opportunity to:

  • authenticate through Latvija.lv;
  • link a resident’s profile to eTelpa.lv, your social network account or e-mail;
  • look at your social status;
  • the resident can receive information about social support promptly;
  • see the allowances given to yourself and your children;
  • receive feedback to the municipality;
  • manage your e-cards;
  • see what merchant discounts are available;
  • see what transactions have been made with the card and what benefits have been received for these transactions;
  • Purchase season tickets for municipal public transport.

Municipal merchants / entrepreneurs have the opportunity to:

  • to grant discounts to the citizens (groups of the citizens) at their points of sale;
  • Segment target groups;
  • administer your discounts.

  1. Mobile application “Jelgavas pilsēta” developed within the project, which is a resident’s e-card and virtual wallet.

Citizens have the opportunity to:

  • use the app without authentication;
  • authenticate in the app;
  • to find out the topicalities and news of Jelgava municipality;
  • browse your statuses and the statuses of your minor children in a convenient way;
  • correct your personal contact information;
  • view the allowances granted;
  • view subscription tickets;
  • get discounts in Jelgava;
  • get discounts in Siauliai with QR code;
  • mark events on the interactive map in Jelgava, etc.

  1. An interactive map is available on mobile app and eTelpa.lv.

In it, both residents and any visitor to the city have the opportunity to register events in the city and they are displayed on the map, while representatives of the municipality have the opportunity to see the registered events and respond to reports. The interactive map provides an opportunity to follow events in the city in real time (including showing statistics on information requests at a specific location).

 

5.   VPS module “eAtvieglojumi.lv” has been improved.

At present, the city of Jelgava has introduced a system of real-time social benefits, social services and discounts with the help of the VPS module “eAtvieglojumi”, which, using various IT solutions of the municipality and businesses, allows to receive the granted municipal allowances when paying for services. In addition – the VPS module “eAtvieglojumi” has new users – Zemgale Region Competence Development Center and Jelgava Municipal Operational Information Center.

Within this project Siauliai City Municipality Administration has developed:

  1. Smart Population and Service Register – the Population Register module acts as a common information base for the city’s population: it includes all persons who have declared their place of residence in Siauliai. The use of web-based services, as well as direct integrations, ensures the timely retrieval of information from other databases. The card registration and discount calculation rules’ module work in interaction with the discount management module. With their help, employees have the opportunity to create discounts, set important discount parameters such as the amount of the discount, start and end dates of the discount, as well as assign the population groups that can receive the formed discounts. Population groups are formed according to the parameters selected by the employee.
  2. Siauliai Citizen Portal – with the help of Siauliai Citizen Portal, city residents can adjust their contact details, see their own and their minor children’s physical cards and the operations performed with them, the discounts that have been assigned to them personally, as well as the discounts they have already used. During the implementation of the project, the possibilities for city residents to submit various requests, applications in electronic form through the Siauliai Citizen Portal and to receive answers and generated documents were significantly improved.

3. Mobile app “Šiauliai”. A mobile app has been designed as a product that integrates all the results of the project implementation. With its help, one can find out the city’s news, view the calendar of events in Siauliai and Jelgava. It is possible to get acquainted with Siauliai city tourism objects there, to plan the most convenient route to them. Additionally, using the mobile app, users are directed to the purchase of public transport tickets, can plan the most convenient route to the point of interest (combining public transport and walking), can get their personalized discounts in Jelgava.
