The objective of the project is to develop, implement and disseminate a new knowledge for innovative and environmental friendly regeneration of brownfields by cooperation between the research institution and municipalities in cross-border regions of Latvia and Lithuania.

In the project innovative approach of phytoremediation will be used for a first time for cleaning and revitalizing of soils of brownfields in Latvia-Lithuania. There will be 3 brownfield territories revitalised within the project:

Territory of former linen factory in Kraslavas Street 1, Ludza (total area 8.9776 ha);
Territory of former Kazitiškis heating plant in Kazitiškis subdistrict, Ignalina district (total area of 385 m2);
Territory of former Oil products station in Naivių village, Skapiškis subdistrict, Kupiškis district (total area of 313 m2).

Project will publish best practice guidelines for municipality planners, professionals and public in cooperation between the university and municipalities. Cleaning of brownfields from build-up elements and implementation of obtained knowledge by modelling 3D scenarios will be done. Phytoremediation pilot areas for cleaning of polluted soil in brownfields in Ludza, Ignalina and Kupiskis will be installed and monitored. During the project important practical and scientific information will be collected on innovative and environmental friendly technologies which could be used in further regeneration projects of brownfield areas.

Project results will be disseminated during 3 two-day thematic workshops and seminars, as well as in final project closing seminar.

Main results of the project

Experience trip. The experience exchange trip was implemented and reported in period 3. Output was delivered from 17th to 21st of September when the project partners from Lithuania municipalities (Ignalina and Kupiskis) and Latvia municipality Ludza and LLU visited former brownfield areas in Poland and Germany. The purpose of the professional experience trip was to get to know the latest technologies and approaches in the revitalization of postindustrial, degraded territories, to clean up existing pollution, and to adapt the existing infrastructure to new functions.
Seminars Two-day thematic workshops and seminars were organized and implemented in each partners’ municipality together with all partners. Output was reported in report for the period 5. Seminars were developed in three thematic blocs – problematic issues of degraded areas; ecological approaches for the revitalization of brownfields; implementation and management of revitalized former brownfields. LP_1 experts prepared presentations for thematic seminars and tasks for creative workshops for each municipality. Thematic seminar “Degraded areas and their impact on the sustainable development of territories” was held on 20 of May in Kupiskis municipality. Thematic seminar “Degraded territories and opportunities for their regeneration” 22 of May 2019 took place in the Ignalina municipality. Thematic seminar “Solutions for the regeneration of degraded territories” 23 of May 2019 took place in the Ludza municipality. LP_1 experts, representatives from project partners` institutions, guest lector from the Ministry of Regional Development and Environmental Protection of Latvia participated in seminars, as well as students from Latvia University of Life Sciences and Technologies, Kaunas Vytautas Magnus University (Lithuania), Kaunas College of Forestry and Environmental Engineering, Ludza Secondary school No 2, Ludza Gymnasium and other interests were involved and educated in the thematic seminars and creative workshops. On 21 and 24 of May participants were involved in workshops – use of phytoremediation method in project pilot areas (planted plants on ~ 988 m2). Within the activity target groups – local public authorities, higher education and research institutions, enterprises, general public were involved and educated. Ludza. On 28 August 2018 Ludza Municipality signed an agreement with an Estonian company OU Fixdem Eesti affiliate in Latvia on the demolition of buildings and constructions of the former Ludza flax factory and putting the territory in order. On the 5th of December 2018, 22 buildings and building remains were pulled down, the territory was in self-order. The project budget left unused funds for this purpose.

In March 2019 PP3 launched public procurement ID No. LNP 2019/05/ERAF on the installation of the fence. Contract no. I-042/2019 was signed with “Privacon Baltics, Ltd” on 06.06.2019. The works were finished on 06.08.2019 – the fence was completely installed and taken onto the balance of PP3 as fixed assets. Supervision of fence installation was done by “RS Property, Ltd”, which was chosen as a result of a price survey done by PP3 (contract P-200/2019 was signed on 13.06.2019).

The approval of major changes in Activity I1.1 “Brownfield revitalization works in Ludza district municipality” was received on 17.09.2019. Using the project savings PP3 initiated the demolition of 4 additional buildings and constructions at Krāslavas Street 1, Ludza, LV. PP3 organized public procurement on purchase of demolition works – ID No. LNP 2019/39. Contract no. I-071/2019 was signed with “Norfa, Ltd” on 02.10.2019. The demolition works were finished on 15.11.2019. Four buildings and constructions of total area 1886 sq.m were demolished. The construction waste was recycled and used for strengthening of municipal roads. Asbestos materials were utilized at the landfill. After demolition works statements on building non-existence were received and the buildings were removed from the cadastre system of the State Land Service of the Republic of Latvia and from the Land Register. All output evidences were enclosed to previous reports.

Kupišķis Project investment activitiy included clean-up works in brownfield territory in former Oil products station, Naivių village, Kupiskis district. Kupiskis district municipality was responsible for revitalization work organization. This territory was wholly abandoned and contaminated. Brownfield territory of former oil products station has been revitalised during project implementation. Total size of territory is 0,0313 ha, therefore total territory that has been rehabilitated within the project is 0,0313 ha. Municipality after project implementation plans to rent revitalised agriculture land of previous Naiviai oil station territory.

Following an agreement with UAB „Biodegra“ signed on 8 of August, 2018, brownfield remediation works have been implemented.

UAB “MS Umweltprojekt Baltic” was responsible for construction supervision and control testing services during the time of remediation works carring out.

Control testing service revealed that after revitalisation works the area remained contaminated by oil products. The duration of agreement with UAB “Biodegra” expired, procurement procedures were organized for completing the works in former oil station territory. In accordance with the fact that additional ecogeological investigation has to be carried out and remediation plan of brownfield has to be approved and following this plan revitalization of the contaminated area has to be completed, procurement procedures for revitalisation works of territories have been implemented. Agreements for revitalisation works of territory have been signed with enterprise UAB “Domus impressa” (agreement Nr. 153 for removing and transporting of ground tanks and bushes and agreement Nr. 152 for removing and transporting of underground tanks and bushes and recultivating the territory). All output evidences were enclosed to previous reports.

Ignalina. PP_4, on 27.08.2018 signed a work contract for rehabilitation brownfield. By brownfield management plan and contract rehabilitation works had to be completed in 3 months from the date when the contract was signed, but it was not completed. In Period 6 Ignalina municipality received all expenditures for I1.3 activity. Cleaning works were done, the contractor finished all works and repair building wall and install doors in the wall, which was needed to demolish for cleaning works, but it is was not included in the brownfield management plan and contractor provide all certification of completed works. All output evidences were enclosed to previous reports.

Guidelines “Brownfield remediation best practice guidelines ” is developed in Latvian, but have been translated into English and Lithuanian. Latvian version of “Brownfield remediation best practice guidelines ” was paper-printed and distributed to participants of the project closing seminar and within different other events taking place at the LP_1 premises. 3D virtual tours. In the period 6, LP_1 experts completed work on 3D virtual tours of revitalized project areas. The materials was presented during the project closing seminar in Jelgava in 8th of November, 2019. Elaborated 3D tours are available in Latvian and English. Project closing seminar

On 7 and 8 November 2019, the closing seminar of the Latvia-Lithuania project “INNOVATIVE BROWNFIELD REGENERATION FOR SUSTAINABLE DEVELOPMENT OF CROSS-BORDER REGIONS” (BrownReg, LLI-325) was held in Jelgava, at the Latvia University of Life Sciences and Technologies, in Valdeka palace. Participants of the project at the workshop presented and discussed the conclusions and results obtained from project. The results really are impressive.

The project started in 2018. The aim was in close cooperation with local governments of Latvia (Ludza) and Lithuania (Kupiski and Ignalina), to acquire, introduce and promote new experience for innovative, local-based and environmentally friendly revitalisation of degraded areas. The project was led by the dean of Faculty of Environment and Civil Engineering of Latvia University of Life Sciences and Technologies, professor, Dr.arch. D.Skujāne. In the project participated number of departments of Faculty on Environment and Civil Engineering (Department of Landscape Architecture and Planning, Department of Land Management and Geodesy, Department of Environment and Water Management), other faculties (Forest Faculty, Agricultural Faculty), as well as representatives of Ludza, Kupiski and Ignalina municipalities.

The industrial heritage left by previous generations can be very diverse. It can strengthen the visibility and identity of the area, but it can also appear in the city landscape as dangerous, abandoned and contaminated places. As one of the most representative industrial heritage in the Baltic States is heritage of Soviet period, because at this time took place extensive industrialisation processes. However, after restitution of independence of Baltic States, several industrial zones have become abandoned areas with high level of environmental pollution – ruins of production buildings, soil pollution by chemicals, etc. products, because production volumes decreased. Almost always these areas have significant potential to become significant public or public/private outdoor elements – parks, offices or residential buildings, new industrial areas, multi-functional areas, etc.

In the frame of project participants studied the problem of degraded areas, possibilities of their revitalisation and further use, participated in educational and experience exchange trip to Poland and Germany, where they become acquainted with several examples of revitalisation of former production and its infrastructure, carried out measures of remediation of degraded areas on the pilot sites selected by municipalities, organised and conducted several thematic workshops both in Latvia and Lithuania, developed number of informational and educational materials and carried out other activities.

In pilot areas in Latvia and Lithuania for treatment of contaminated soils the method of phyto-remediation was used. Phyto-remediation is the use of complex of plants and associated micro-organisms in order to reduce concentration of pollution or its toxic effects in the environment. It is relatively new technology and is considered as profitable, efficient, environmentally friendly and solar-oriented technology.

In BrownReg project for remediation were included three degraded areas in municipalities. These territories were: former fuel storage station in Kupiskis (Lithuania), former heating plant in Ignalina (Lithuania) and former flax factory in Ludza (Latvia). In each of the objects was:

carried out assessment of environmental risks;
collected and analysed samples of the soil to identify existing level of pollution;
carried out analysis of spatial structure and elements of the landscape;
carried out investigation and analysis of vegetation;
carried out, according to the survey, treatment of areas from ruins of buildings and road surface, other infrastructure objects which are not used and are dangerous;
according to the level of pollution have been looked for most appropriate approaches of bio-remediation in identified areas, established the pilot areas for research of phyto-remediation process in real-life situation, plants for phyto-remediation have been grown;
plants have been planted which will perform phyto-remediatical treatment of soil from specific identified substances in the identified pilot areas;
monitoring of pollution in pilot areas was realised prior to planting and after three months, and it will be continued after implementation of the project.

As one of activities of the project was development of educational and practical guidelines for remediation of degraded areas. Therefore in frame of project was published the book “Remediation of degraded areas. Research. Planning. Use”. There are summarised both theoretical and practical knowledge and examples. This edition of guidelines will allow better to understand issues, challenges and opportunities of degraded areas, as well as will be useful both for educational and practical use. It will serve as information material for students, practitioners of the industry, spatial planners and decision-makers in municipalities and other responsible state authorities.

In project activities were involved students from Latvia University of Life Sciences and Technologies, Vytautas Magnus University and Kaunas Forestry and Environmental Engineering University of Applied Sciences. They participated in planting of plants in pilot areas, in workshops where they expressed their views and offered proposals for the future use and development of degraded areas. Final seminar of project was also attended by large number of students, teachers, researchers and other stakeholders. Participants on the workshop expressed the great satisfaction for time and work contributed in the project, as well as for obtained experience.

Seminar Week

In frame of Latvian-Lithuanian InterReg project “Innovative brownfield regeneration for sustainable development of cross-border region” teachers and students of the Faculty of Environment and Building Science of Latvia university of Life Sciences and Technologies together with project partners from Ludza municipality (Latvia) and Kupišķi and Ignalina municipalities (Lithuania) organised and participated in 3 seminars . Seminars were held from 20 to 24 May.

One of the main tasks of the project was to select one degraded (polluted) area in each municipality and to decontaminate it using fitoremediation method. Project’s co-operation partners prepared the planned areas for application of this method – planting the suitable plants to eliminate pollution.

First seminar “The brownfields and their impact on the sustainable development of territories” took place in Kupiški on May 20 and 21. On the first day of the seminar, project leader, professor Daiga Zigmunde presented to participants project’s goal, development and results. Problems of brownfields were presented by project coordinator, assistant professor Maija Berzina. Senior expert of Land Policy Department of Ministry of Environmental Protection and Regional Development Mārtiņš Turks informed about progress in development of legislative acts regarding degraded territories in Latvia. Velta Paršova, professor of the Department of Land Management and Geodesy presented application of legislative acts in identification and management of brownfields.

The seminar was attended by landscape architecture Master’s degree students of Latvia University of Life Sciences and Technologies and land management students of Vytautas Magnus University (Lithuania). In the second part of the seminar students were involved in practical works – they identified and evaluated the degraded area in the field. On the second day of the seminar students helped to plant previously grown plants on the territory of the former fuel filling station to revitalise the soil from oil products.

From Kupiški participants moved to Ignalina municipality, where on the territory of former boiler house four varieties of willow-trees were planted to help the soil get rid of mazut pollution. On May 22, in Ignalina was held theoretical seminar on the topic “Brownfields and possibilities of their recovery”. In the beginning of seminar project leader, professor Daiga Zigmunde introduced the audience with the project’s goal, development and results. Presentation on the landscape ecological approach to brownfield revitalization and examples of good practice in Latvia, Lithuania and abroad was presented as well. Assistant professor of Department of Environment and Water Management and researcher of Laboratory of Forest and Water resources Inga Grīnfelde and scientific assistant of mentioned laboratory Jovita Pilecka presented the possibilities of applying of phytoremediation in the rehabilitation of brownfields, as well as experience of using this method in other countries.

Students of Kaunas Forest and Environmental Engineering College were involved in this seminar. Together with students from Latvia they participated in practical work organised in the second part of the seminar. The task of practical works was to detect air pollution in Ignalina town territory and analysing amount of lichen on tree trunks.

From Ignalina we mowed back to Latvia, Ludza town, where the seminar week ended with the theme “Solutions for brownfield regeneration”. On 23 May theoretical seminar was held in Ludza municipality. The introduction was made by the project leader, professor Daiga Zigmunde, informing participants about project’s goal, development and results. Anda Jankava, professor of Department of Land Management and Geodesy made presentation on benefits from brownfields regeneration in regional development and sustainable use of resources. Natālija Ņitavska, assoc. professor of Department of Landscape Architecture and Planning continued this topic, emphasizing the importance of territory identity in brownfields revitalization, and analyzing methods of public engagement in these issues.

In practical work of the seminar students together with pupils of Ludza Secondary School No 2 evaluated development possibilities of former Ludza flax factory. The methodology developed by Department of Landscape Architecture and Planning was used.

Management of Brownfields in Latvia and Lithuania

Project LLI-303 “Life in clean enviroment – a better future!” provides sustainable and resource-efficient restoration of degraded territories, owned by municipalities. Cross-border cooperation were ensure more efficient use of natural resources and applyied best practices.

In frame of this project on March 7, 2019, in town Telsiai (Lithuania) took place the thematic workshop “Management of Brownfields in Latvia and Lithuania: Challenges and Practical Solutions”.

On the workshop by project coordinator Maija Berzina a presentation „Project LLI-325 Innovative Brownfield Regeneration for Sustainable Development of Cross – Border Regions“ about ongoing project progress and future activities was presented.

This workshop was attended by representatives of several brownfields projects of Latvian – Lithuanian programme 2014-2020. Exchange of experience took place about how to eliminate influence of land degradation and to prevent its consequences, as well as discussions about further cooperation and project activities.

We discussed about the main challenges dealing with these objects at local/regional level, the possible solutions and needs for local/ regional authorities and how cross-border projects could benefit from each other more effectively concerning planning and competences for brownfield territories.

In Ludza town (Krāslavas street 1) on the territory of former Ludza flax factory were carried out demolition of degraded buildings in frame of the project „Innovative brownfield regeneration for sustainable development of cross-border regions: BrownReg, Nr. LLI-325”, which is co-financed by the Latvian – Lithuanian Cross Border Cooperation Program 2014 – 2020.

The tender was carried out by operator Eesti OU Fixdem Latvian branch.

Construction and demolition waste was sorted and the hazardous waste – asbestos – was utilized in the landfill, but bricks and reinforced concrete were crushed, removing the metal fractions by the magnet. These components were used as a secondary building material for strengthening of foundation of squares and roads in the town. Degraded territory was putted in order – trees and bushes were removed, potholes were filled up, as well as waste was collected and utilized.

There an innovative method of phytoremediation for the treatment of contaminated soils adapted to local climatic conditions will be used – in the spring will be arranged planting of specific plants.

The aim of local municipality is to attract investments. Therefore this regenerated territory should be formed for needs of investors, as well as included in economic turnover, reducing previous negative impact on surrounding properties and visual image of the town.

The trip to Poland and German postindustrial territories was implemented within the framework of the Interreg Latvian-Lithuanian Cross-Border Cooperation Program 2014-2020 within the framework of the project “Innovative brownfield regeneration for sustainable development of a cross-border region (BrownReg)” (LLI-325), attended by the Faculty of Environment and Civil Engineering , Ludza (LV), Kupiskis (LT), Ignalina (LT) municipalities. The purpose of the professional experience trip was to get to know the latest technologies and approaches in the revitalization of postindustrial, degraded territories, to clean up existing pollution, and to adapt the existing infrastructure to new functions.

In Poland were discovered two urban objects. The first was the public and shopping center “Manufaktura” in Łódź with 260 stores, cinema, museums (including the famous MS2 Museum of Art), a luxury hotel and a public area with a fountain for various events, built on the basis of the infrastructure of the former tekstilfabrik. The other object was the former brewery in Poznan, which now is a modern education, art and trade centre. Both objects are characterized by highly sophisticated modern interior solutions, as well as with art, architecture and landscape architecture in small form, saving a nuanced memory of the former and the identity of the site.

The objects in Germany were more related to the creation of postindustrial territories for multifunctional parks. The first of these was the Gleisdreieck Park in Berlin, built on the former railway infrastructure, which is currently evolving human-made elements and biologically diverse vegetation, which has evolved over several decades, while the territory was abandoned and unused. About 26 hectares of large natural park was created in the year 2013, and combines both preserved biologically diverse territories and newly created places for recreation, sport and education. It should be noted that the park was awarded the German Landscape Architecture Award 2015 for outstanding design and construction. The second park in Berlin was the 18 hectare large Schöneberger Südgelănde Park, built on the basis of former rail lines whose tracks have already spawned large trees in 50 years since their decommissioning, creating its own peculiarity.

In addition to the mentioned objects, two newly-created parks in Essen and its surroundings, known as the Ruhr industrial region with historic mining history, should be noted. One of the parks is the Zollverein Park, which combines industrial archeology, natural landscape, rest areas, cultural objects and installations, and is included in the UNESCO World Heritage List. The other is the Rhine Park in Düsseldorf, whose 40 hectare area is still waiting for its investors, while at the same time currently offering a variety of leisure and entertainment options.

Within the framework of the Interreg project “The use of brownfields for sustainable development of cross-border regions”, is planned to revitalize some previously industrialized areas in the territories of Ludza, Kupiskis and Ignalina municipalities. Therefore, during the journey, among its participants, there was a debate about the use of the gained experience in their home. Within the journey substantial experience was gained in the revitalization of abandoned postindustrial territories. Used technologies was analyzed, such as fitoremediation, or soil and water treatment with plants. During the journey the cooperation between the LUA and the Latvian and Lithuanian municipalities was strengthened, examining the possibilities for new cooperation projects.

Kupišķis Project investment activitiy included clean-up works in brownfield territory in former Oil products station, Naivių village, Kupiskis district. Kupiskis district municipality was responsible for revitalization work organization. This territory was wholly abandoned and contaminated. Brownfield territory of former oil products station has been revitalised during project implementation. Total size of territory is 0,0313 ha, therefore total territory that has been rehabilitated within the project is 0,0313 ha. Municipality after project implementation plans to rent revitalised agriculture land of previous Naiviai oil station territory.

Following an agreement with UAB „Biodegra“ signed on 8 of August, 2018, brownfield remediation works have been implemented.

UAB “MS Umweltprojekt Baltic” was responsible for construction supervision and control testing services during the time of remediation works carring out.

Ignalina. PP_4, on 27.08.2018 signed a work contract for rehabilitation brownfield. By brownfield management plan and contract rehabilitation works had to be completed in 3 months from the date when the contract was signed, but it was not completed. In Period 6 Ignalina municipality received all expenditures for I1.3 activity. Cleaning works were done, the contractor finished all works and repair building wall and install doors in the wall, which was needed to demolish for cleaning works, but it is was not included in the brownfield management plan and contractor provide all certification of completed works. All output evidences were enclosed to previous reports.

Guidelines “Brownfield remediation best practice guidelines ” is developed in Latvian, but have been translated into English and Lithuanian. Latvian version of “Brownfield remediation best practice guidelines ” was paper-printed and distributed to participants of the project closing seminar and within different other events taking place at the LP_1 premises. Due to the limits of the size of attachments to be uploaded in EMS, all electronic versions (in Latvian, Lithuanian and English) of the book are available online at LLU website: http://www.vbf.llu.lv/lv/innovative-brownfield-regeneration-for-sustainable-development-of-cross-border-regions-brownreg

It also provides availability of the guidelines book after the project.

3D virtual tours. In the period 6, LP_1 experts completed work on 3D virtual tours of revitalized project areas. The materials was presented during the project closing seminar in Jelgava in 8th of November, 2019. Elaborated 3D tours are available in Latvian and English. It provides availability of the elaborated material also after the project.
