LLI-373 Public Urban Areas Regeneration in Silute and Saldus (Silute-Saldus PUAR)

The main goal of the project is to clean and restore public areas of Šyša river (in Šilutė, Lithuania) and Nākotne pond (in Saldus, Latvia) which have environmental problems. The project will improve residential areas of Šilute and Saldus that do not satisfy environmental requirements and limits economical development. Activities of both municipalities of the project will strengthen the cross-border cooperation between Lithuanian and Latvian project partners in the urban environment planning and management of the environmental problems through the exchange of good practice. It will improve urban areas environmental, economical and social quality in Šilute and Saldus. Environmental monitoring will be organized and it will provide information on which human activities carry a risk of harmful effects on the natural environment.

Partners structure
The main goal of the project was to clean and restore public areas of Sysa river (in Silutė, Lithuania) and Nākotne pond (in Saldus, Latvia) which had environmental problems. The project improved residential areas of Šilute and Saldus that do not satisfied environmental requirements and limited economical development. In both municipalities activities of the project have strengthened the cross-border cooperation between Lithuanian and Latvian project partners, in such fields as urban environment planning and management of the environmental problems. Such activities as cleaning works on the sites of old river bed of Sysa (Silute) river and Nakotne pond (Saldus) were implemented. Both sites were successfully restored. Technical documentation for the public areas near the river Ciecere (Saldus) and technical documentation for cyclist and pedestrian path (500 m.) near the river Sysa were designed.
Output T1.1.1 – Preparation of technical documentations for urban areas management. The technical documentation of pedestrian/bicycle path (500m) in Tilzes and Z. Naumiescio streets was prepared in Silute. A set of technical documentation prepared for Ciecere recreational complex with hydro-melioration system reconstruction also technical documentation for demolition of two abandoned buildings in Ciecere Boarding School territory. The information was published on both Municipalities websites. Also during the project meetings and seminar, good practices among project partners project topics were disseminated. The knowledge gained during preparation of the technical documentations for revitalisation of both degraded territories in each project country (Latvia and Lithuania). Stakeholders were involved in planning before preparation of the technical documentation through consultations. The technical documentation will be used for public procurement procedures in order to implement the action planned in the technical documentation.

Environmental monitoring was organized and it provided the information on positive impact to both regenerated areas in Silute and Saldus.
Output I1.2.1 – Surface area of rehabilitated land of Nakotne pond and surrounding area in Saldus, LV – Surface area of rehabilitated land of Nakotne pond and surrounding area in Saldus – 2.00 ha – completed as planned. The area was rehabilitated, cleaned and cleared from the rubbish. Rehabilitated area is more attractive to the habitants and tourists. Rehabilitation of this area helped to solve the environmental issues that this area had.

Output I1.3.1 – Surface area of rehabilitated land of Šyša old riverbed and surrounding area in Silute, LT – Surface area of rehabilitated land of Šyša old riverbed and surrounding area in Silute, LT – 0.97 ha – completed as planned. This area is next to very attractive pedestrian and bicycle path, so rehabilitation of this area helped to solve industrial pollution problem, help to reduce the unpleasant smell that was coming from the polluted water and help to make area cleaner, clearer and more visited. During these rehabilitation works both partners shared their experience, knowledge and future plans for these rehabilitated areas.

This project helped to improve urban areas environmental, economical and social quality in Silute and Saldus.
