In the institutions providing public services on protection and security of civil society according to statistics observed load on staff is increasing year by year. Despite the importance of these services they are adversely affected by poor infrastructure, insufficient knowledge and employee capacity due to unclearly defined policy objectives and results, lack of state financial

Often candidates for the fire and rescue services do not comply with requirements laid down in enrolment rules. The reasons why a large proportion of candidates are not selected for the fire and rescue services are different, but constant for years – insufficient physical fitness, health conditions and poor education.

The project aims to improve efficiency of fire and rescue services in Zemgale and Šiauliai cross border regions by improving infrastructure for physical training for fire fighters and rescuers, strengthening capacity of fire fighters and rescuers and ensuring cross border cooperation in emergency situations.

Training base for fire fighters and rescuers will be improved as well as equipment in Jelgava and Šiauliai. Sports stadium in Jelgava will be reconstructed and equipped with sports tower for needs of fire and rescue service professionals, two sports gyms will be renovated and equipped with training equipment and sporting equipment. Prefabricated mobile tower and equipment for the firefighting sports will be purchased. 2) Physical fitness and knowledge of fire and rescue services professionals will be boosted by organizing of cross border “Fire fighter combat challenge” competitions for fire and rescue services (150 participants of each competition); trainings for Cross Fit trainers “Train the trainer” (4 participants will attend trainings); training activity – competition among professionals of fire and rescue services (40 participants); team building activity for professionals of fire and rescue services (40 participants); training camp for fire fighters (30 participants); Awareness on fire and rescue service workers profession and physical activities among school children and youth will be raised by organizingtwo international camps for children “Learn to be strong!”; four informative and educational events and visits to schools; and by preparing video about fire and rescue services and sporty lifestyle.

Cross border experience exchange and capacity building activities will facilitate to find different solutions. For the first time cross Fit trainings for fire and rescue services will be organized and voluntary firefighting work will be promoted. .

Work efficiency of fire and rescue workers by strengthening physical and knowledge capacity will be improved as well as cooperation between institution of rescue services. Project will try to raise awareness of profession of fire and rescue service workers and and to change attitude of school children and youth about firefighting sports and healthy lifestyle.

Finishing “All for Safety” project implementation activities

In order to increase the efficiency of operational services in Zemgale and Siauliai border regions through improvement of technical base and physical capacity of operational rescue services professionals and to promote cross-border cooperation in emergency situations, Jelgava City Council has finished project “Improving technical basis and physical capacity of responsible professionals in operational services in the border region of Latvia and Lithuania (All for Safety)” implementation activities.

In order to create qualitative and appropriate infrastructure for professional trainings and improve physical capacity of operational services professionals in Jelgava and Siauliai a reconstruction of sports stadium for Cross-fit trainings in Jelgava Secondary Technology School was implemented. Taking into account developed infrastructure the stadium is serving as a place where to organize various professional firefighting competitions, practical studies and trainings for industry professionals. The stadium also serves as an outdoor training place for city children, youth and adults to strengthen their physical skills and spend free time.

As invaluable contribution towards development of professional training base for operational rescue services and improvement of their physical competences a repair of the sports gyms in Jelgava and Siauliai must be mentioned. The sports gyms underwent cosmetic repairs and the purchase of modern sports equipment, including exercise equipment. Also a purchase of two mobile sports towers in Jelgava and Siauliai was arranged within the project. The sports towers are specialized in organizing professional trainings and cross-border competitions in fire sport. While the Fire and Rescue Department of Lithuania in Siauliai has purchased also specialized runway to move firefighting equipment to improve the professional competences and strengthen physical capacity of its firefighters.

In order to strengthen physical capacity of the specialists of operational services a number of different joint events like international competition in Fire Sport in Siauliai, Team building activity in Jelgava, professional training camp in Siauliai, training of four instructors for Cross-Fit training of operational service specialists in the future (2 representatives in Latvia, 2 – in Lithuania), as well as online competition -training among operational service specialists were organized in Jelgava and Siauliai.

While to raise awareness and popularize the fire and emergency service profession among schoolchildren and young people, international camp for children “Learn to be strong” was organized in Jelgava. During the camp children learned more about required knowledge, skills and competences which are essential in this profession.

Project objective: to improve efficiency of operational rescue services in Zemgale and Siauliai border regions trough improvement of infrastructure and strengthening capacity of its specialists to ensure cross border cooperation in emergency situations.

Project partners: Jelgava City Council (Lead partner), State Fire and Rescue Board of Latvia (PP2), Fire and Rescue Department of Lithuania (PP4) (former Siauliai County Fire and Rescue Board (PP3)).

Total budget of the project: 564 290, 40 EUR, where EUR 479 646.83 (85%) is European Regional Fund funding and EUR 84 643, 57 EUR (15%) is National co-financing source (the state budget grant and partner contribution).

Mobile sports tower is installed in the stadium of Jelgava Technology Secondary School

In order to improve the physical capacity of responsible professionals in operational services and increase ability to cooperate in emergency situations, project N^oLLI-372 “Improvement of technical basis and physical capacity of responsible professionals in operational services in the border region of Latvia and Lithuania (All for Safety)” partner – State Fire and Rescue Service of Latvia – has installed a mobile sports tower in Jelgava Technology Secondary School sports stadium.

Continuing implementation of planned project activities that are aimed at increasing the efficiency of operational services work and cross-border cooperation in emergency situations, one of the most remarkable deliverables of the project is a purchase and installation of two mobile sports towers. The tower will contribute towards development of skills that are so important in the work of firefighters such as – firefighting, speed of rescuing people, moving heavy objects, and mutual collaboration in emergency situations i.e.

As a result, not only the improvement of physical capacity of responsible professionals in operational services and cooperation in emergency situations will be promoted, but also the quality of technical base of operational services that correspond to actual international standards in the field of firefighting will be increased.

Also Fire and Rescue Service in Lithuania, Siauliai Department has purchased a mobile sports tower and a specialized runway surface for relocating firefighting equipment, thus improving the professional competencies of its firefighters and strengthening fast response skills.

In order to improve the physical capacity of responsible professionals in operational services, in the third period of project implementation (01.07.2019-31.12.2019) the sports stadium of Jelgava Secondary School of Technology was renovated, creating it as a multifunctional physical training base, where operational rescue service specialists will be able to improve physical capacity and develop emergency response skills. Taking into account the developed infrastructure, it is also planned to organize various professional competitions in firefighting, trainings of area specialists and specialized outdoor activities.

By the end of the project implementation a long-term cooperation agreement will be signed among all partners, according to which the project partners agree on sharing developed infrastructure and technical base thus ensuring sustainability and accessibility of the results achieved within the project.

“All fo Safety” project partners meet in Siauliai

“All for Safety” project partners met in project steering and management group meeting to discuss the progress of project implementation and results achieved.

On February 27, 2020 partners of the project “Improvement of physical capacity of technical base and operational services specialists in the area of Latvia and Lithuania (All-Safety)” met in project steering and management group meeting in Siauliai to discuss the progress of project implementation and results achieved.

At the beginning of the meeting project partners informed steering group members about the progress of project implementation and achieved results by February 2020. Continuing the meeting project partners discussed planned deliverables and remained activities for the last project implementation period (01/01/2020 – 30/06/2020). During the meeting also an importance to follow project reporting deadlines and its preparation according to programme requirements was discussed. At the end of the meeting project partners agreed on future action plan to ensure successful implementation of the project.

Up to this moment reconstruction of the sports stadium of Jelgava Secondary Technology School has finished, responsible partner – Jelgava City Council. Taking into account developed infrastructure the stadium is planned as a place where to organize various professional firefighting competitions, practical studies and trainings for industry professionals. The State Fire and Rescue Service has finished repair of sports gym for the needs of fire and rescue service specialists in Jelgava. The gym underwent cosmetic repairs and the purchase of modern sports equipment, including exercise equipment. While the Fire and Rescue Department of Lithuania in Siauliai has purchased a mobile tower and specialized runway to move firefighting equipment to improve the professional competence and strengthen physical capacity of its firefighters.

Project budget for Jelgava Municipality: 258 784, 64 EUR, where EUR 219,967.25 is European Regional Fund funding and 38,817, 39 EUR (15%) is National co-financing source (the state budget grant and partner contribution).

Project implementation increases work efficiency

In order to achieve the main objective of the project “Improvement of technical basis and physical capacity of responsible professionals in operational services in the border region of Latvia and Lithuania (All for Safety)” – to increase the efficiency of operational services and improve physical capacity of responsible professionals in operational services – Jelgava City Council as project Lead Partner continues to implement planed project activities.

In order to improve physical capacity of responsible professionals in operational services during the third period (01.07.2019.-31.12.2019.) of project implementation the sports stadium of Jelgava Technology Secondary School was rebuilt and improved as a multifunctional physical training base, where the operational service specialists will be able to improve their physical condition and develop emergency response skills required.

The stadium will be equipped with professional training tower as well, providing possibilities to train skills that are needed in fire fighters work in particular – suppressing of fire, a speed of human rescue, handling heavy objects and others. Taking into account developed infrastructure, the stadium also will host various professional firefighting competitions and professional trainings.

While in order to raise awareness and popularize the fire and emergency service profession among schoolchildren and young people, international camp for children “Learn to be strong” was organized in Jelgava from August 12 – 16, 2019. During the camp children learned more about required knowledge, skills and competences which are essential in this profession.

In addition to educational activities, different physical trainings and outdoor activities were organized every day. The camp was also a great opportunity for the children to learn how to collaborate in international teams – children actively worked in groups. A similar camp, attended by Latvian and Lithuanian children, will be organized in March 2020 in Siauliai as well.

In order to increase cross-border cooperation between Latvian and Lithuanian rescue services to decrease consequences caused by emergency situations and to improve the base of professional knowledge and skills of responsible professionals in operational services, it is planned to organize more different professional trainings, cross-border competitions and team building events within the project.

Project working group meeting in Siauliai.

On January 30, 2019, partners of the project “Improvement of Physical Capacity of Technical Base and Operational Services Specialists in the All-Safety Area of Latvia and Lithuania” met in the first working group meeting held in Siauliai to discuss the progress of project implementation and specify future action plan.

At the beginning of the meeting, project partners reported on their progress during the first project implementation period (01.07.2018 – 31.12.2018) and specified deadlines for implementation of delayed project activities. Following the meeting, partners discussed planned activities and further actions to take during the next project implementation period (01.01.2019 – 30.06.2019).

Closing the meeting, partners attended Fire and Rescue Department in Siauliai, where professional competitions of firefighters and outdoor fitness training for improvement of physical capacity are organized. It was a great opportunity for area professionals as well, to exchange experience in organizing and hosting such big international events.

During the first project implementation period, reconstruction and improvement of infrastructure of sports stadium in Jelgava has started. It is planned that reconstruction works are finished by August 2019, responsible partner – Jelgava City Council. In addition, two sports halls will have its renovation for the needs of fire and rescue service specialists in Jelgava and Šiauliai. Renovation works include cosmetic repair of the halls and purchase of modern sports equipment, including exercise equipment. Currently corresponding procurement procedure has started to implement mentioned activities. Responsible partners for – the State Fire and Rescue Service of Latvia and Fire and Rescue Department of Lithuania (former Siauliai County Fire and Rescue Board).

Currenlty project partners also work on preparation of planned professional competitions and educational events planned within the project, that aims to increase the physical capacity of professionals of operational services and promote the recognition of operational service profession among the local community.

Jelgava sports stadium and two sports halls in Jelgava and Siauliai will have its reconstruction for the needs of operational rescue service professionals

During the project implementation period from July 30, 2018 until June 30, 2020, reconstruction and improvement of infrastructure of Jelgava sports stadium will be carried out, making it as multifunctional outdoor training base where professionals of operational rescue services will be able to improve their physical capacity and develop skills that are needed for rapid intervention in emergencies. The stadium will be equipped with professional training tower as well. The tower will provide possibilities to train skills needed in fire fighters work in particular – suppressing of fire, a speed of human rescue, handling heavy objects and others. In addition, Siauliai County Fire and Rescue Service will acquire such professional training tower as well, so that to improve professional competences and strengthen physical capacity of its professionals. Taking into account advanced sports stadium infrastructure, the stadium plans being a venue of different professional fire fighters competitions, trainings and professional workouts. According to project schedule the stadium will be reconstructed by August 2019.

Works will be carried out within Interreg V-A Latvia-Lithuania programme 2014-2020 project N^oLLI-372 “Improvement of technical basis and physical capacity of responsible professionals in operational services in the border region of Latvia and Lithuania”. The project aims to increase efficiency of operational rescue services in Zemgale and Siauliai border regions trough improvement of infrastructure and strengthening capacity of its specialists to ensure cross border cooperation in emergencies. Total budget of the project is 564 290.38 EUR, including 479 646.82 EUR European Regional Development Funds.

The project also ensures a reconstruction of two sports halls in Jelgava and Siauliai for the needs of operational rescue service professionals. The sports halls will have its cosmetic repairs and be equipped with modern professional training devices. While professional training sessions and operational rescue service competitions, team-building activities organized within the project aims to rise cross border cooperation between Latvia and Lithuania border areas to decrease consequences caused by emergencies, as well as enrich professional knowledge and competences of operational rescue services professionals. In order to raise awareness and promote operational rescue service and fire fighter profession among children and youth a variety of educational events with demonstrations plan to be organized within the project, including two summer camps in Jelgava and Siauliai for children who are train in fire sports. In camps, children will be able to learn more on operational rescue service work, introduce what knowledge and competences it requires, as well as strengthen their physical fitness level and see rescue service work in action.

In a result of cross border cooperation, relevant infrastructure and adequate technical resources will be ensured for operational rescue service professionals in Jelgava and Siauliai, strengthened physical capacity and enriched professional knowledge and competences of its specialists and raised awareness about fire and operational rescue services profession among children and youth.

Jelgava City Council as the Lead Partner, Siauliai County Fire and Rescue Service and State Fire and Rescue Service of Latvia have already launched successful cooperation towards efficiency of operational rescue services and professional development of its specialists in previous Latvia-Lithuania cross border programme 2007-2013. Continuing established partnership it is relevant to improve efficiency of operational rescue services in Latvia and Lithuania border regions trough improvement of infrastructure and strengthening capacity of its specialists to ensure cross border cooperation in emergencies.

The project improved efficiency of rescue services in Zemgale and Šiauliai border regions by improving infrastructure and strengthening capacity of its specialists to ensure cross-border cooperation in emergency situations between project partners from Latvia and Lithuania – Jelgava local government, State Fire and rescue Service of Latvia and Fire and Rescue Department of Lithuania.

1. Infrastructure for training base was developed and equipment bought for firefighters in Šiauliai and Jelgava by implementing the following project activities:

Sports stadium for cross-fit trainings in Jelgava was reconstructed, including equipped fitness area for firefighters to improve their fitness level, and outdoor training place created for children and youth to improve their physical skills and promote healthy lifestyle. This infrastructure will ensure possibility to organize also local and international competitions, practical training sessions and different team building activities for rescue services professionals in the future, including arrangement of different sports activities for children and youth to strengthen their physical capacity. Location: Meiju road 9, Jelgava.

Renovated and equipped sports gyms in Jelgava and Šiauliai Fire stations, purchased two mobile sports towers and equipment for cross-border “Fire sport” competition in Jelgava and Šiauliai Fire stations. Renovated sports gyms serve as indoor training place for rescue service professionals where to do regular trainings and improve their fitness. Purchased sports gym and “Fire sport” competition equipment improve existing technical basis of rescue services with modern and professional equipment which will help to raise the fitness level of rescue service professionals doing daily trainings. Two mobile sports towers allow to improve physical capacity of operational rescue services professionals and serve as a professional outdoor place where to organize common trainings and fire sport competitions. This in turn improves cooperation in emergency situations to limit the consequences. Location in Jelgava: Meiju road 9, Jelgava (sports tower) and Dobeles street 16, Jelgava. Location in Siauliai: J. Basanavičiaus g. 89, Siauliai.

Court for the tower and running created in Šiauliai Fire and Rescue Board to ensure appropriate infrastructure for training base for rescue service professionals, volunteers and other specialists from different rescue services. It is a specific running area along which firefighters may carry heavy technical items such as water hoses, mannequins, hammers, Keiser force machines, motor pumps and other technical items that are used when participating in international and local firefighter competitions. Location: Lakūnų Street. 2, Šiauliai.

2. Physical and knowledge competences of rescue service professionals was improved by organizing joint sports trainings, team building activity and competitions testing common solutions for limiting consequences caused by emergency situations as follow:

Cross-border “Fire sport” competition organized for the rescue service professionals in Šiauliai on June 6 – 7, 2019, to improve physical capacity and facilitate cross-border cooperation among different operational service organizations in emergency situations. 16 employees from the State Fire and Rescue Service of Latvia and 51 participants form Fire and Rescue Department of Lithuania (Siauliai division) took a part in organized event.

Team building activity organized in July 18 – 19, 2019 in Vecumnieki county (Latvia), to improve cooperation between institutions and promote cross-border cooperation to limit the consequences caused by emergency situations, as well as to develop physical capacity of operational rescue service professionals, rise work motivation and promote psychological composure of rescue service professionals thus helping to learn more about each other strengths and weaknesses. 24 participants from Latvia and 16 form Lithuania participated in the event.

Training camp for fire fighters organized in May 14-15, 2019 in Šiauliai, to improve physical capacity of rescue service professionals and get acquainted with new fire sports discipline “Fire fighter combat challenge” which is well known on international level. 10 participants form Latvia and 11 from Lithuania participated in organized event.

Trainings for instructors of cross-fit trainings “Train the trainer” organized to improve operational rescue service representatives’ knowledge about the cross-fit trainings and develop physical capacity of its specialists. Acquired experience and practical skills will be used when organizing cross-fit trainings for firefighters and other representatives of operational services, as well as for children and youth who are trained in fire sport. State Fire and Rescue Department of Latvia acquired certificates for 2 instructors in Jelgava by January 2021. Fire and Rescue Department of Lithuania (Šiauliai division) organized trainings for 2 instructors, but due to unplanned increase of second candidate’s workload, acquired certificate for 1 instructor by February 2020.

Training activity – competition organized among the State Fire and Rescue Service of Latvia and Fire and Rescue Department of Lithuania professionals to promote regular daily physical trainings and to ensure required physical condition that is needed for saving people’s life and solving different emergency situations that threaten life and society’s security. 10 participants from Latvia and 10 participants from Lithuania made everyday trainings and recorded the results (how many km are run, how many km are cycle) for 6 months period (September 2020 – February 2021).

Training courses organized for acquiring D driving licence for 5 employees of the State Fire and Rescue Service of Latvia to improve technical base of operation services and ensure technical assistance when dealing with everyday emergency situations and also participating in joint training activities and competitions.

3. Awareness about rescue service work and fire sport was raised among school children and youth by organizing international children camp “Learn to be strong” in Jelgava from August 12-16, 2019. Camp was organized for 20 children of 12 to 14 years (10 participants from LV and 10 participants from LT). During the camp children participated in theoretical and practical studies, worked in teams and took part in different competitions in fire sport. After the classes, children enjoyed many different outdoor activities and organized excursions. In the final day of the camp children demonstrated acquired knowledge in practice.

Project partners continue jointly use of achieved project results and organization of common sports trainings and other public events also after the project end. Further cooperation principles and arrangements are agreed on signed Long-term contract among the project partners. Thus ensuring continuous use and sustainability of achieved project results both among current partnership and outside.
